On the Submission of State Statistical Report 1-Waste (Ministry of Natural Resources and Environmental Protection)
Due to the termination of operation of the specialized software "Electronic Respondent Offline" of the Unified Information System of State Statistics of the Republic of Belarus (hereinafter – UISSS) by the National Statistical Committee of the Republic of Belarus from January 1, 2024, all legal entities, separate subdivisions of legal entities engaged in activities related to the management of production waste (except for legal entities, separate subdivisions of legal entities that generate only household-like waste, paper and cardboard waste from office activities and record keeping, uncontaminated packaging paper, cardboard, corrugated cardboard waste, spent fluorescent tubes, spent compact fluorescent lamps (energy-saving), spent mercury lamps, with a total volume of such waste of 50 tons or less per year) are obliged to submit state statistical report form 1-Waste (Ministry of Natural Resources and Environmental Protection) "Report on Production Waste Management" for 2023 to the Republican Research Unitary Enterprise "Belarusian Research Center "Ecology" (hereinafter RUE "Bel NIC "Ecology") in the form of an electronic document.
Respondents must fill out state statistical report 1-Waste (Ministry of Natural Resources and Environmental Protection) "Report on Production Waste Management" electronically using specialized software and an open key certificate (GosSUOK electronic digital signature tool), issued in the State System for Managing Open Keys for Electronic Digital Signature Verification of the Republic of Belarus on the multifunctional web portal "Electronic Respondent" of the National Statistical Committee of the Republic of Belarus on the global computer network Internet http://e-respondent.belstat.gov.by/belstat.
The form of state statistical report 1-Waste (Ministry of Natural Resources and Environmental Protection) and instructions for its completion were approved by Resolution of the National Statistical Committee of the Republic of Belarus dated 30.09.2022 No. 90 "On Approval of the Form of State Statistical Report 1-Waste (Ministry of Natural Resources and Environmental Protection) "Report on Production Waste Management" and Instructions for its Completion".
Amendments were made to Resolution of the National Statistical Committee of the Republic of Belarus dated 30.09.2022 No. 90 "On Approval of the Form of State Statistical Report 1-Waste (Ministry of Natural Resources and Environmental Protection) "Report on Production Waste Management" and Instructions for its Completion" by Resolution of the National Statistical Committee of the Republic of Belarus dated 11.10.2023 No. 132 "On Amending Resolution of the National Statistical Committee of the Republic of Belarus dated 30.09.2022 No. 90".
RUE "Bel NIC "Ecology" is a state enterprise that collects and processes report 1-Waste, and conducts educational thematic seminars.

We draw the attention of respondents that sending reports on paper by mail and/or in person, as well as by e-mail and/or using an electronic document management system, is not permitted!
In accordance with paragraph 7 of the Resolution of the National Statistical Committee of the Republic of Belarus dated 28.08.2015 No. 100 "On approval of the Instruction on the procedure for submitting primary statistical data", a report on paper by mail, in person,
by e-mail and/or using an electronic document management system is considered not submitted!
For failure to submit such reporting, as well as for submitting distorted state statistical reporting data or untimely submission, in accordance with Part 3 of Article 24.12 of the Code of the Republic of Belarus on Administrative Offenses, administrative liability in the form of a fine ranging from ten to thirty basic units is provided.
