On the Submission of State Statistical Report 1-Waste (Ministry of Natural Resources and Environmental Protection) in 2025
January 30, 2025 – deadline for submitting state statistical report 1-Waste (Ministry of Natural Resources and Environmental Protection) "Report on Production Waste Management" for 2024.
Legal entities, separate divisions of legal entities engaged in activities related to production waste management (excluding legal entities, separate divisions of legal entities that generate only production waste similar to household waste, paper and cardboard waste from office activities and record-keeping, uncontaminated packaging paper, cardboard, corrugated cardboard waste, spent fluorescent tubes, spent compact fluorescent lamps (energy-saving), spent mercury lamps, provided that the total volume of such waste is 50 tons or less per year) submit state statistical report 1-Waste (Ministry of Natural Resources and Environmental Protection) to the Republican Research Unitary Enterprise "Belarusian Research Center "Ecology" in the form of an electronic document.
The form of state statistical report 1-Waste (Ministry of Natural Resources and Environmental Protection) and instructions for its completion were approved by Resolution of the National Statistical Committee of the Republic of Belarus dated 30.09.2022 No. 90 "On Approval of the Form of State Statistical Report 1-Waste (Ministry of Natural Resources and Environmental Protection) "Report on Production Waste Management" and Instructions for its Completion".
Amendments were made to the said resolution on 06.11.2024, according to which the 1-Waste (Ministry of Natural Resources and Environmental Protection) report does not reflect data on the volumes of:
radioactive waste, waste contaminated with radionuclides as a result of the Chernobyl accident below the level established by regulatory legal acts, including technical regulatory legal acts, for radioactive waste;
waste explosive substances and materials;
genetically engineered organisms classified as waste;
products of animal origin classified as waste;
scrap and waste containing precious metals and (or) precious stones;
scrap and waste of ferrous and non-ferrous metals, exceptexception of waste belonging to hazard classes 1-3;
consumer waste.
The report is submitted electronically through specialized software using an open key certificate (GosSUOK electronic digital signature tool) issued in the State System for Managing Open Keys for Verifying Electronic Digital Signatures of the Republic of Belarus on the official website of the National Statistical Committee on the global computer network Internet belstat.gov.by.
Failure to submit such reports, as well as submission of distorted data of state statistical reports or untimely submission, in accordance with Part 3 of Article 24.12 of the Code of the Republic of Belarus on Administrative Offenses, entails administrative liability in the form of a fine ranging from ten to thirty basic units.
