On the submission of state statistical reporting 1-waste (Ministry of Natural Resources and Environmental Protection) in 2025

January 30, 2025 – deadline for submission of state statistical report 1-waste (Ministry of Natural Resources) "Report on industrial waste management" for 2024.

Legal entities, separate divisions of legal entities engaged in activities related to the management of industrial waste (except for legal entities, separate divisions of legal entities that generate only industrial waste similar to municipal solid waste, waste paper and cardboard from office activities and record keeping, waste packaging paper, cardboard, corrugated cardboard not contaminated, spent fluorescent tubes, spent compact fluorescent lamps (energy-saving), spent mercury lamps, with a total volume of such waste of 50 tons or less per year) submit state statistical report 1-waste (Ministry of Natural Resources) to the republican scientific research unitary enterprise "Belarusian Scientific Research Center "Ecology" in the form of an electronic document.

The form of state statistical report 1-waste (Ministry of Natural Resources) and instructions for its completion are approved by the Resolution of the National Statistical Committee of the Republic of Belarus dated September 30, 2022 No. 90 "On approval of the form of state statistical report 1-waste (Ministry of Natural Resources) "Report on industrial waste management" and instructions for its completion".

The specified Resolution of 06.11.2024 has been amended, in accordance with which the following data on volumes are not reflected in the 1-waste report (Ministry of Natural Resources):

radioactive waste, waste contaminated with radionuclides as a result of the Chernobyl NPP disaster below the level established by regulatory legal acts, including technical regulatory legal acts, for radioactive waste;

explosive substances and materials waste;

genetically engineered organisms classified as waste;

animal products classified as waste;

scrap and waste containing precious metals and (or) precious stones;

scrap and waste of ferrous and non-ferrous metals, except for those classified as waste of hazard classes 1-3;

consumer waste.

Submission of reports in electronic form is carried out using specialized software with the use of a public key certificate (GosSUOK electronic digital signature tool) issued within the State System of Public Key Management for Verification of Electronic Digital Signatures of the Republic of Belarus on the official website of the National Statistical Committee of the Republic of Belarus in the global computer network Internet at belstat.gov.by.

For failure to submit such reports, as well as for submission of distorted data of state statistical reporting or untimely submission, in accordance with Part 3 of Article 24.12 of the Code of the Republic of Belarus on Administrative Offenses, administrative liability is provided in the form of a fine ranging from ten to thirty base units.
