on taking measures to ensure the safety of trade facilities in the Beshenkovichi district

In February 2021, the inspection and prevention department of the Beshenkovichi District Department for Emergency Situations conducted a monitoring of compliance with fire safety legislation, including mandatory requirements of technical normative legal acts of the fire safety regulation and standardization system for the retail store (Beshenkovichi urban settlement, Molodezhnaya Street, 1A) of the private retail unitary enterprise "KARAVAYtorg" (legal address – Beshenkovichi urban settlement, Molodezhnaya Street, 23 apt. 32) (head of the business entity – Zyulkova Natalia Olegovna).
During the monitoring of the aforementioned business entity, violations of the requirements of technical normative legal acts of the fire safety regulation and standardization system were identified:
the store building is not equipped with autonomous fire detectors with a signal output of detector activation to the building facade;
a general fire safety instruction for the facility has not been developed;
employees are not trained according to the fire technical minimum programs determined by the Ministry of Emergency Situations, fire safety briefings and training of employees in fire safety measures are not conducted;
there is no fire safety information stand;
in the utility room of the store building, domestic refrigeration equipment is operated without its operational documentation;
a combined refrigeration cabinet with an expired service life (more than 10 years) as specified in its operational documentation is operated;
luminaires in the utility room are operated not in accordance with their operational documentation (protective shades are missing);
the fire evacuation plan is not executed in accordance with the approved form determined by the Ministry of Emergency Situations;
evacuation exits are not marked with fire safety signs as required by technical regulationslegal acts;
door locks located on evacuation routes (external evacuation door (entrance), airlock doors) do not allow for their free opening from the inside without a key;
primary fire extinguishing means (fire extinguishers) are in a faulty and inoperable condition (used beyond their recharge date, without hoses).
During the monitoring, the service personnel were instructed on fire safety measures (2 people were instructed).

The head of the business entity was given recommendations, deadlines for the implementation of the proposed fire safety measures were set, and information was provided to the Beshenkovichi District Department for Emergency Situations for monitoring the implementation of the proposed fire safety measures.
The Beshenkovichi District Department for Emergency Situations reminds that in accordance with Article 20 of the Law of the Republic of Belarus "On Fire Safety", heads and other officials of organizations in the field of fire safety are obliged to ensure fire safety and fire safety regulations in their respective organizations.
