On taking measures to ensure the safety of dormitories in the Beshenkovichi district
The Beshenkovichi District Department for Emergency Situations is taking measures to ensure fire safety control in dormitories, including issues of fire safety regulations and the proper functioning of fire automation systems, which are one of the most effective ways to detect a fire in its early stages.
This year, two fires occurred in dormitory buildings in the Vitebsk region (8 fires in 2019, 3 fires in 2020).
The operability and proper functioning of automatic fire alarm and notification systems contributed to the timely detection, reporting, and response to extinguish fires at an early stage, as well as the evacuation and rescue of people.
In October 2020 – January 2021, the Beshenkovichi District Department for Emergency Situations conducted monitoring of the fire safety status of dormitories in the Beshenkovichi district. During the monitoring, special attention was paid to the operability and proper functioning of fire automation and notification systems, as well as the quality of their technical maintenance, compliance with fire safety regulations at the facilities, maintenance of evacuation routes and exits, training of duty personnel, and the availability and proper functioning of primary fire extinguishing means.
At the same time, during the monitoring of dormitories, violations of the requirements of technical regulatory legal acts of the fire safety regulation and standardization system were identified.
The most problematic issue to date remains the fire safety status of the dormitory of the Unitary Communal Housing and Utilities Enterprise "Beshenkovichi Kommunalnik" (Director – Slivets I.G.), where safe living conditions for citizens are not ensured, namely:
citizens arriving at the dormitories are not familiarized with fire safety rules;
smoking is permitted on the floors of the building;
information sheets with fire safety requirements for residents and actions in case of fire are not posted in the living quarters;
evacuation routesevacuation routes and emergency exits are not marked with fire safety signs; a selective check of the serviceability of autonomous fire detectors revealed that they are out of order or have been removed; dormitory corridors are not equipped with primary fire extinguishing means; household refrigerators are operated in residential premises without their operating documentation (service life over 15 years); locks on doors located on evacuation routes do not allow them to be opened freely from the inside without a key; door leaves, provided for by the design, are missing in the doorways on the evacuation routes of the first floorrecommendations were issued, deadlines were set for the implementation of the proposed fire safety measures and for providing information to the Beshenkovichi District Department for Emergency Situations (ROChS) for monitoring the implementation of the proposed fire safety measures.
This issue was considered on February 9, 2021, at a working meeting chaired by the Chairman of the Beshenkovichi District Executive Committee, with the hearing of heads of economic entities on the measures taken
to bring dormitories into a fire-safe condition. The heads of the above-mentioned entities were instructed to strictly comply with the requirements of technical normative legal acts (TNPA) and ensure safe living conditions for citizens, and the Beshenkovichi ROChS was instructed to take control of the elimination of identified violations of TNPA requirements.
The Beshenkovichi ROChS reminds that in accordance with Article 20 of the Law of the Republic of Belarus "On Fire Safety," heads and other officials of organizations in the field of fire safety are obliged to ensure fire safety and fire safety regulations in their respective organizations.
