On the draft Decree of the President of the Republic, providing for the adjustment of the Traffic Regulations

     In order to properly regulate the traffic participation of persons moving on personal mobility devices, the Ministry of Internal Affairs has prepared a draft Decree of the President of the Republic, which provides for the adjustment of the Traffic Rules.
     According to the proposed changes, it is suggested to classify persons moving on personal mobility devices as pedestrians. It will be necessary to move on such devices along a bicycle path, and in its absence – along a sidewalk, pedestrian path, or roadside, without creating obstacles for the movement of other pedestrians.
     For participation in traffic, such devices must meet certain requirements (technically possible speed not exceeding 25 km/h, functional braking system and steering (if available), headlights (lights) when moving in the dark or in conditions of insufficient visibility).
     Restrictions are also provided, prohibiting movement on personal mobility devices, including age under 12 years (except in pedestrian and residential zones) and being in a state of intoxication. Crossing the roadway under such conditions should be carried out at the speed of a walking pedestrian, while such persons must reduce their speed in advance before crossing the roadway and enter it, provided that safety is ensured.
