On the prevention of offenses and the operation of educational institutions' websites – the district prosecutor's office conducted supervisory measures.
The district prosecutor's office, during its monitoring of the websites of educational institutions in Beshenkovichi District, identified violations of legislation concerning citizens' appeals and the operation of websites.
One of the purposes of creating and operating websites is to assist citizens of the Republic of Belarus in exercising their rights and legitimate interests, as well as to timely provide citizens and legal entities with complete and reliable information.
Information is posted on websites in compliance with requirements for relevance, promptness, reliability, integrity, and clear structuring; data must be distributed into thematic categories (sections, subsections).
In violation of legislative requirements, the official websites of the State Educational Institution "Secondary School No. 1 of Beshenkovichi" (1beshenkovichi.schools.by), the State Educational Institution "Secondary School No. 2 of Beshenkovichi" (sh2beshenkovichi.schools.by), the State Educational Institution "Bocheikovskaya Secondary School" (bocheik.schools.by), the State Educational Institution "Ostrovenskaya Kindergarten – Secondary School" (ostrovno.schools.by), the State Educational Institution "Rzhavskaya Kindergarten – Secondary School" (rjavka.schools.by), the State Educational Institution "Ullskaya Secondary School" (ulla.schools.by), the State Educational Institution "Korenevskaya Kindergarten – Secondary School" (korenevskaya.schools.by), and the State Educational Institution "Beshenkovichi District Center for Children and Youth" (cdim-besh.schools.by) lack a special section for "Electronic Appeals."
According to current legislation, information posted on websites must have the necessary depth of content and be regularly updated (at least once a week), and news information must also be dated.
However, during the monitoring, it was found that not all educational institutions post news information at least once a week.
Similar violations are also committed on the websites of preschool educational institutions.
Meanwhile, a website is the calling card of an educational institution. A high-quality school website is a sign of its status and progressiveness. Through a website, one can convey the distinctive features of an educational institution, its advantages, and achievements. A website serves to help parents find a good educational institution for their child and is also an important source of information for students and their parents.
Despite the simplicity of posting information, educational institutions do not utilize the capabilities of websites to inform students and their parents about the prevention of offenses and unlawful behavior among adolescents.
In response to the identified violations of current legislation, prosecutorial response measures have been taken (a submission has been made to the education department of the Beshenkovichi District Executive Committee).
As of March 31, 2020, the identified violations have been rectified, 6 officials have been brought to disciplinary responsibility, preventive measures have been taken by the education department, and the possibility of submitting electronic appeals has been ensured.
