On conducting a monitoring of the fire safety status of the footwear upper blank assembly production site of SOOO «Belvest»

In January-February 2022, the inspection and prevention department of the Beshenkovichi District Department for Emergency Situations conducted a monitoring of compliance with fire safety legislation, including mandatory requirements of technical regulatory legal acts of the fire safety regulation and standardization system for the footwear upper assembly production site of SOOO "Belvest" located at: p.g.t. Beshenkovichi, Naberezhnaya St., 7 (legal address – Vitebsk, General Ludnikov Ave., 10) (head of the production site Samsonova Svetlana Valeryevna).

During the monitoring, violations of the requirements of technical regulatory legal acts of the fire safety regulation and standardization system were identified:

locks on doors located on evacuation routes (stairwell doors from floors, external evacuation doors on the first floor) are not equipped with the ability to be opened freely from the inside without a key;

from the project documentation for the building provided voluntarily, it was established that doors located on evacuation routes (on the first floor from the production workshop directly to the outside) are not made in accordance with the project documentation, the direction of door opening has been changed to impede exit from the premises;

the height of the threshold in the evacuation exit doors (on the first floor from the production workshop directly to the outside) is made more than 0.06 m;

from the documentation for self-rescuers provided voluntarily, it was established that no person responsible for the operation, maintenance, and ensuring the operability of self-rescuers has been appointed;

Based on the voluntarily provided documentation for self-rescuers, it has been established that no individual user from among the facility's employees who are members of the fire brigade is assigned to each self-rescuer;

Based on the voluntarily provided documentation for self-rescuers, it has been established that no registration card is filled out for the self-rescuers;

Based on the voluntarily provided documentation for self-rescuers, it has been established that no self-rescuer logbook has been created.

The building is equipped with automatic fire alarm systems and fire notification systems; the alarm signal is transmitted to the "Molniya" dispatch center. The aforementioned systems are serviced by the specialized organization ODO "Tezan-Service".

During the monitoring, a check of the operability and serviceability of these systems was carried out with representatives of the servicing organization. The systems are in operable and serviceable condition.

The causes and conditions contributing to the commission of the specified violations were the insufficient knowledge of the enterprise officials regarding the requirements of regulatory legal acts in the field of fire safety, and the formal attitude towards the performance of their direct official duties by the head of the structural unit.

During the monitoring, fire safety training was conducted for the servicing personnel (5 people were trained).

Recommendations were sent to the head of the business entity, deadlines were set for the implementation of the proposed fire safety measures, and information was to be provided to the Beshenkovichi Regional Department for Emergency Situations for control over the implementation of the proposed fire safety measures.

The Beshenkovichi District Department for Emergency Situations reminds that in accordance with Art. 20 of the Law of the Republic of Belarus "On Fire Safety", heads and other officials of organizations are obliged to ensure fire safety and fire safety regulations within their respective organizations.
