On conducting a monitoring of the fire safety status of the specialized educational and sports institution "Beshankovich State Children and Youth Sports School"

In November 2022, the inspection and prevention department of the Beshenkovichi District Department for Emergency Situations conducted a monitoring of compliance with fire safety legislation, including mandatory requirements of technical regulatory legal acts for fire safety regulations and standardization of production. A monitoring of the specialized educational and sports institution "Beshenkovichi State Children's and Youth Sports School" located at: Beshenkovichi District, urban-type settlement Beshenkovichi, Kommunisticheskaya St., 24a (Director Garanin Alexander Anatolyevich) was carried out.

Based on the results of the monitoring, violations of fire safety requirements were identified that do not pose a threat to national security, harm to the life and health of the population, or the environment, namely:

development of an object-wide fire safety instruction was not organized (not provided voluntarily;

mandatory training of employees in fire and technical minimum programs, as defined by

Ministry of Emergency Situations (employees responsible for the fire safety of the business entity) (in accordance with Order No. 6 dated 04.01.2022 "On Fire Safety and Establishment of Fire Safety Regulations");

fire safety briefings and training of employees on fire safety measures have not been organized;

evacuation drills for people from buildings in case of fire in accordance with the general fire safety instructions are not conducted at least twice a year (an act of conducting evacuation drills has not been voluntarily provided);

fire evacuation plans for the first floor are not made in accordance with the requirements of Appendix 2 to the Resolution of the Ministry of Emergency Situations of the Republic of Belarus dated 21.12.2021 No. 82 (symbols of manual fire alarms, fire hydrants do not comply with the requirements, the explication of the first-floor premises does not correspond to the existing layout);

combustible materials are allowed to be placed under the march of the evacuation stairwell;

door locks (external evacuation doors from the sports hall, from the second floor of the stadium building, airlock doors on the second floor of the stadium building) located on evacuation routes do not provide for their free opening from the inside without a key;

the locations of self-rescuers are not marked with an indicative sign according to Appendix B;

from the documentation on self-rescuers provided voluntarily, it was established that a record card is not filled out for the self-rescuers;

from the documentation on self-rescuers provided voluntarily, it was established that a self-rescuer logbook has not been started;

the external fire (stationary) ladder to the stadium building is not maintained in proper condition (there is no strength test report);

The facility has an object terminal device for the fire alarm notification system as part of the fire automation systems; however, the signal is not transmitted to the "Molniya" dispatch console (SIM card is missing);

The facility does not have a reserve of fire detectors, amounting to at least 10% of the installed number.

The building is equipped with automatic fire alarm and fire notification systems (hereinafter referred to as the Systems). The aforementioned Systems are serviced by the specialized organization ODO "Spetselektrostroy". According to the maintenance and repair log, the last technical maintenance was carried out on 26.10.2022 within the scope of regulation R1, and the system was handed over to the customer in working condition.

During the monitoring process on 28.10.2022, a check of the operability and functionality of these Systems was conducted with representatives of the servicing organization. The Systems are in operable and functional condition. At the same time, the alarm signal is transmitted to the "Molniya" dispatch console, but the SIM card is missing.

The causes and conditions contributing to the commission of the specified violations were the insufficient knowledge of the requirements of regulatory legal acts in the field of fire safety by the officials of the facility, and the formal attitude towards the performance of their direct official duties by the head and officials of the business entity.

During the monitoring, fire safety instructions were provided to the facility personnel (4 people were instructed).

Recommendations were handed over to the head of the business entity, deadlines were set for the implementation of the proposed fire safety measures, and information was to be provided to the Beshenkovichi Department of Emergency Situations for control over the implementation of the proposed fire safety measures.

The Beshenkovichi Department of Emergency Situations reminds that in accordance with Article 20 of the Law of the Republic of Belarus "On Fire Safety", heads and other officials of organizations in the field of fire safety are obliged to ensure fire safety and the fire safety regime in their respective organizations.
