On conducting a monitoring of the fire safety status of educational institutions

In July–August 2022, the inspection and prevention department of the Beshenkovichi District Emergency Situations Department conducted a monitoring of compliance with fire safety legislation, including mandatory requirements of technical regulatory legal acts of the fire safety regulation and standardization system of the Educational Institution "Ostrovenskaya Kindergarten-Secondary School of Beshenkovichi District", located at: Beshenkovichi District, ag. Ostrovno, Nezdozerneya St., 17 (Director Krasakova Olga Leonidovna), Educational Institution "Korenevsky Kindergarten of Beshenkovichi District", located at: Beshenkovichi District, ag. Budilovo, Shkolnaya St., 24 (Director Samarina Irina Gennadievna).

During the monitoring of the Educational Institution "Ostrovenskaya Kindergarten-Secondary School of Beshenkovichi District", the following violations of the requirements of technical regulatory legal acts of the fire safety regulation and standardization system (hereinafter – TNPA) were identified:

the facility-wide fire safety instructions were not executed in accordance with the requirements established by the Ministry of Emergency Situations (not all sections are provided); 

on the second floor, the device designed to automatically close the doors leading to the emergency evacuation stairwell has been removed;

the lock on the doors (external evacuation doors from the workshop premises on the first floor), located on the evacuation routes, does not ensure their free opening from the inside (it is out of order (broken), at the time of monitoring the door could not be opened);

in the kindergarten building, the fire evacuation plan is not executed in accordance with the approved form determined by the Ministry of Emergency Situations;

no responsible person has been appointed by order (decree) for ensuring the operability of the fire alarm system, authorized to accept work from the servicing organization, sign documentation for completed work, as well as persons responsible for the operation of the systems.

The building is equipped with automatic fire alarm and fire notification systems (hereinafter referred to as the systems), the activation signal is transmitted to the "Molniya" dispatch center. The aforementioned systems are serviced by the specialized organization LLC "Stroyelektrosfera".

During the monitoring, the operability and serviceability of these systems were checked with representatives of the servicing organization. The systems are in operational and serviceable condition.

During the monitoring of the Educational Institution "Korenevsky Kindergarten of Beshenkovichi District", the following violations of technical normative legal acts were identified:

mandatory training of employees in fire-technical minimum programs, as defined by the Ministry of Emergency Situations (employees responsible for fire safety of the business entity, employees assigned duties for conducting fire safety briefings) has not been organized;

The general fire safety instruction has not been prepared in accordance with the requirements established by the Ministry of Emergency Situations (not all sections are included);

The evacuation exit from the food unit is not marked with a fire safety indicator sign as required by legal acts;

Locks on doors (external evacuation doors from the kindergarten building, vestibule-airlock door, external evacuation doors from the food unit, doors to the stairwell from the food unit, doors separating the corridor from the senior group room) located on evacuation routes do not allow for their free opening from the inside without a key;

No person has been appointed responsible for the operation, maintenance, and ensuring the serviceability of self-rescuers;

The locations of self-rescuers are not marked with an indicator sign in accordance with Appendix B;

no personal user from among the facility employees involved in the implementation of the building evacuation plan in case of fire is assigned to each self-rescuer;

no registration card is filled out for the self-rescuer;

no self-rescuer registration log has been created.

The heads of the aforementioned business entities were issued recommendations, deadlines were set for the implementation of the proposed fire safety measures, and information was provided to the Beshenkovichi Department for Emergency Situations for monitoring the implementation of the proposed fire safety measures.

Based on the results of the control measures carried out, it was established that the previously identified fire safety violations proposed in the recommendations were fully eliminated.

Business executives have approached the fulfillment of recommendations from state fire supervision bodies and the bringing of facilities into a fire-safe condition with full responsibility. 

The Beshenkovichi District Department for Emergency Situations reminds that in case of non-fulfillment of recommendations, administrative measures will be applied to the head and officials.
