On Handling Citizens' Appeals

The consideration of citizens' appeals is a priority area of activity for all state bodies and organizations. Therefore, the district prosecutor's office pays close attention to compliance with legislation in this regard. In 2023, the district prosecutor's office received 55 appeals from citizens and legal entities; 37 of them were reviewed on their merits, while the rest were forwarded to other state bodies and organizations according to their competence.

The received appeals concerned various issues, including investigation and inquiry, labor matters, filing lawsuits in court on behalf of citizens and legal entities, administrative liability, and others. As a result of the appeals' review, prosecutorial response measures were taken in 21 cases, which contributed to the restoration of violated rights of citizens and assistance in their realization.

In 2023, 64 people were received by prosecutorial staff during personal appointments. Citizens were provided with explanations of current legislation, and in cases requiring additional verification of arguments, written applications were accepted. During personal communication, it is possible to obtain more information about a person's concerns and provide assistance in resolving them. There are also cases where a citizen appeals about one issue, but the problem lies elsewhere. For example, local resident B. approached the district prosecutor for a personal appointment regarding the withholding of funds from her based on enforcement documents. During the conversation, it was revealed that B.'s debts arose as a result of illegal actions by G., a resident of Minsk. After the Beshenkovichi District Executive Committee's Internal Affairs Department conducted an investigation against G., the Beshenkovichi District Investigative Committee initiated a criminal case, which was sent to court by the district prosecutor upon completion of the investigation. As a result of the court review, G. was found guilty of committing crimes under Article 209 of the Criminal Code of the Republic of Belarus (fraud) and was sentenced to imprisonment. The court also satisfied the victim B.'s claims for compensation for damages caused by the accused's illegal actions.
