On Handling Citizens' Appeals – The District Prosecutor's Office Summarized Its Work on Enforcing Legislation on Appeals from Citizens and Legal Entities for the First Half of 2020
In the first half of 2020, the Beshenkovichi District Prosecutor's Office received 38 written appeals from citizens (40 in the first half of 2019).
The number of received appeals slightly decreased in quantitative terms compared to the same period last year.
Thus, in the first half of 2020, the number of appeals concerning compliance with labor legislation and complaints about the actions and decisions of the administrative process body decreased. At the same time, the number of appeals concerning compliance with housing legislation increased from 1 to 2 (these appeals came from one applicant), 2 applications were received concerning compliance with land legislation, and 1 appeal concerned pension provision.
In terms of prosecutorial oversight areas, appeals concerning oversight of law enforcement lead in quantitative terms: 15 out of 38, accounting for 39.5%, as well as appeals concerning investigation and inquiry: 15 out of 38, or 39.5%. However, the vast majority of appeals in the "individual category" are complaints about decisions made by the District Department of Internal Affairs based on checks conducted under Article 174 of the Criminal Procedure Code of the Republic of Belarus, of which 11 were received.
Of the 15 appeals received concerning oversight of law enforcement, citizens were most concerned about the protection of their rights and freedoms from unlawful actions of other persons - 4 (26.7%), labor legislation - 3 (20%), and compliance with legislation by the administrative process body - 3 (20%).
In the reporting period, 9 (12) appeals, or 23.7% (22.5%) of those received, were forwarded to other organizations for consideration according to their jurisdiction.
In the first half of 2020, 25 citizens' appeals were considered on their merits directly by the Beshenkovichi District Prosecutor's Office (22 in the first half of 2019). In quantitative terms, the number of considered appeals increased by +13.6%. Of the 25 (22) appeals considered on their merits by the district prosecutor's office, 12 (11) or 48% (50%) were satisfied, including fully satisfied – 11 (9) or 44% (40.9%), partially satisfied 1 (2) or 4% (9.1%).
Based on the results of considering satisfied appeals concerning oversight of law enforcement, the district prosecutor's office canceled 1 decision of the District Department of Internal Affairs to bring a citizen to administrative responsibility under Part 3 of Article 10.3 of the Administrative Offenses Code of the Republic of Belarus, canceled 1 decision of the District Department of Internal Affairs to terminate an administrative offense case, and filed a protest against an illegal order of the employer regarding remuneration.
For satisfied appeals concerning inquiry, the district prosecutor canceled 5 (4) decisions to refuse to initiate criminal cases by the District Department of Internal Affairs, with the materials being sent for additional verification; for appeals concerning investigation, the requests of the accused, his legal representative, and defense counsel to terminate criminal proceedings were satisfied, as well as the accused's complaint in part regarding the return of the criminal case to the investigator for additional preliminary investigation.
In total, in the first half of 2020, the Beshenkovichi District Prosecutor's Office issued 9 (12) acts of prosecutorial supervision based on the results of considering citizens' appeals: 0 (1) submissions were made, 1 (1) protest was filed, 6 (4) illegal decisions of investigative and inquiry officers were canceled, 1 (1) decision to bring to administrative responsibility was canceled, 1 decision to terminate an administrative case was canceledadministrative offense.
Prosecution staff pay attention to resolving citizens' appeals during personal receptions, and citizens are received on personal matters directly at their place of work and residence.
The prosecutor's office has a special stand displaying the main regulatory documents governing the procedure for handling citizens' appeals, as well as a schedule for receiving citizens on personal matters, indicating the time, place of reception, and the name and position of the employee conducting the reception.
In the first half of 2020, 21 citizens were received during personal receptions by the staff of the Beshenkovichi District Prosecutor's Office (33 in the first half of 2019), of whom 6 (12) were received personally by the prosecutor, and 15 (21) by other prosecution staff.

In the first half of 2020, the staff of the Beshenkovichi District Prosecutor's Office held 24 (37) meetings with the population at their place of residence and in work collectives.
