On working with citizens' appeals – the district prosecutor's office summarized the work of the district prosecutor's office on the implementation of legislation on appeals from citizens and legal entities for 2020.
In 2020, the Beshenkovichi District Prosecutor's Office received 68 written appeals from citizens (78 in 2019). The number of appeals received decreased by 10 appeals (-12.8%) compared to the same period last year.
At the same time, in 2020, the district prosecutor's office received more appeals on issues of: compliance with labor legislation, housing legislation, the procedure for the activities of organizations, complaints about illegal actions of other citizens, as well as complaints about the actions or inaction of bailiffs of the Beshenkovichi District Enforcement Department. Appeals were also received on issues of compliance with land legislation, pension provision, compliance with legislation on minors, and the protection of other rights and freedoms of citizens. However, no appeals were received on issues of criminal justice supervision or civil law relations.
In terms of areas of prosecutorial supervision, appeals on issues of supervision over the implementation of legislation lead in quantitative terms: 33 out of 68, their share was 48.5%, appeals on issues of investigation and inquiry rank second: 23 out of 68 or 33.8%. At the same time, the number of appeals on issues of supervision over the implementation of legislation decreased from 38 to 33 (-13.2%), and the number of appeals on issues of investigation and inquiry – from 26 to 23 (-11.5%), which actually determines the overall downward trend in citizens' appeals received by the district prosecutor's office in 2020.
Among the received appeals on issues of supervision over the implementation of legislation, the most appeals were received on issues of compliance with labor legislation – 9 (27.3%), administrative responsibility – 8 (24.2%), the procedure for the activities of organizations and the protection of other rights of citizens – 4 each (12.1%), single appeals were received on other issues of legislation implementation.
In 2020, 42 citizens' appeals were considered on their merits directly by the Beshenkovichi District Prosecutor's Office (52 in 2019). In quantitative terms, the number of considered appeals decreased by 10 (-19.2%).
It should also be noted that with a general decrease in the number of received and considered appeals, the number of fully satisfied appeals increased from 18 to 20, as well as the number of appeals where applicants' requests were partially satisfied increased from 3 to 4.
At the same time, the share of fully satisfied appeals increased from 34.6% to 47.6%, and the share of partially satisfied appeals increased from 5.8% to 9.5%.
The high share of satisfied appeals is due to the high share of satisfied appeals on issues of compliance with labor legislation (100%), investigation and inquiry (55%), and compliance with administrative responsibility legislation (50%).
Based on the results of considering satisfied appeals on issues of supervision over the implementation of legislation, the district prosecutor's office filed 3 protests against decisions in administrative offense cases, filed 1 protest against an employer's order on material impact measures that contradicted legislation, issued 1 instruction, and canceled 3 decisions of the District Department of Internal Affairs on terminating administrative offense cases.
For satisfied appeals on issues of investigation and inquiry, the district prosecutor canceled 5 decisions of the Beshenkovichi District Department of Internal Affairs on refusing to initiate criminal cases and terminating checks with referralmaterials for additional verification, as well as 1 investigator's decision to suspend the preliminary investigation in a criminal case, 1 decision to terminate the preliminary investigation in a criminal case, and 1 criminal case returned for additional preliminary investigation.
In total, in 2020, the district prosecutor's office, based on the results of considering citizens' appeals, issued more than 17 acts of prosecutorial supervision.
Prosecutor's office employees pay attention to resolving citizens' appeals during personal receptions, and conduct receptions for citizens on personal matters directly at their place of work and residence.
The prosecutor's office has a special stand displaying the main regulatory documents governing the procedure for working with citizens' appeals, as well as a schedule for personal receptions of citizens, indicating the time, place of reception, and the name and position of the employee conducting the reception.
In 2020, 54 citizens were received at personal receptions by employees of the Beshenkovichi district prosecutor's office (72 in 2019). 9 citizens were received at their place of residence and work (9 in 2019).
All citizens who applied to the prosecutor's office with oral statements were given reasoned explanations on their issues of interest, practical assistance was provided in resolving a particular issue, and the procedure for resolving a particular dispute was explained, with an appeal to the body competent to resolve their dispute.
Citizens who had a personal reception at the district prosecutor's office did not re-apply to the district prosecutor's office on the same issues.
