On the state of industrial injuries in organizations of the Vitebsk region
In organizations of the Vitebsk region for 12 months of 2019, 20 workers died as a result of industrial accidents (12 months of 2018 – 21, a decrease of 4.8%).
For the specified period, 76 people received severe industrial injuries, the same as in 2018. For 2019, inIn organizations of communal property, there has been a significant decrease in the number of industrial accidents resulting in severe injuries (from 48 cases to 36), while an increase is noted in sports and tourism organizations – 3 (1) and in other organizations without departmental subordination – 16 (15). An increase in fatal industrial injuries during this reporting period is observed in organizations of republican property: Minprom – 2 (0), Minleskhoz – 2 (1), Belleghprom – 1 (0). A significant increase in the number of industrial accidents resulting in severe injuries during this reporting period is noted in organizations of republican property (from 13 to 24): Minleskhoz – 7 (2); Mintrans – 4 (1); Minenergo – 3 (1); Minprom – 2 (0); Belleghprom – 2 (1); Ministry of Education, Ministry of Agriculture and Food – 1 (0). The main causes of industrial accidents with severe consequences, which resulted in an increase compared to the same period in 2018, are: violation by victims of labor and production discipline, requirements of regulatory legal acts, technical regulatory legal acts, local regulatory acts on labor protection – 22.7% of the total number of causes (same period in 2018 – 15.4%); failure by managers and specialists to fulfill labor protection duties – 14% (13.1%); personal carelessness of victims – 12% (10%); During this reporting period, fatal accidents occurred in organizations under the following circumstances: - as a result of road traffic accidents – 5 cases; - as a result of falling (collapse) of objects, materials, etc. onto workers – 5 cases; - as a result of a vehicle hitting a victim on the organization's territory – 1 case (a tractor driver-machinist, who hit the victim while operating a loader, was intoxicated with alcohol at 1.73 ‰, OJSC "Golden Horseshoe", Gluboksky district);- as a result of compression (pressing) of the victim by forklift elements – 1 case; - as a result of the impact of flying objects, parts – 2 cases; - as a result of an employee falling into an inspection pit – 1 case; - as a result of unlawful acts of other persons - 1 case; - as a result of poisoning by harmful substance vapors - 1 case (Limited Liability Company "PromserviceINK", the director was in a state of alcoholic intoxication 2.1 ‰) In 2019, 3 occupational accidents involving employees in a state of alcoholic intoxication were registered in organizations of the Vitebsk region: 1 fatal occupational accident (organizations of non-departmental subordination) and 2 occupational accidents resulting in severe industrial injuries (communal form of ownership of the agro-industrial complex): Fatal Limited Liability Company "Promservice INK" Sennensky district (organization of non-departmental subordination (2.1‰).
Resulting in severe industrial injuries Unitary Communal Agricultural Enterprise "Rydomlsky" (0.4‰), OJSC "Kuropoly-agro" 2.43‰.
For the same period in 2018, 5 occupational accidents involving employees in a state of alcoholic intoxication were registered in organizations of the Vitebsk region, including: 3 fatal and 2 resulting in severe injuries. For 2019, based on the results of supervisory measures carried out in organizations of the region, as well as taking into account information received by the department on signs of administrative offenses for violations of labor and labor protection legislation, 880 officials and 663 employers (employers, individual entrepreneurs) were brought to administrative responsibility in the form of a fine for a total amount of 242.473 thousand rubles.For the period January-December 2019, mobile groups of district executive committees, with the participation of state labor inspectors, conducted 2840 inspections, including facilities of agricultural organizations (1654), construction organizations (371), and other organizations not under departmental subordination (815). A total of 31,410 violations of safety requirements were identified. Preventive work carried out jointly with local authorities and administrations ensured a reduction in fatal occupational injuries and prevented an increase in injuries leading to severe occupational trauma in 2019.Based on the analysis of supervisory activities for compliance with labor protection legislation in 2019, and the state of industrial injuries, business entities, in cooperation with local executive and administrative bodies, should ensure the implementation of the following preventive measures:
- high-quality departmental and public control over the state of labor protection at workplaces, with the direct participation of trade unions and public labor protection inspectors;
- staffing organizations with qualified labor protection specialists in accordance with the Staffing Norm;
- systematic work on improving the qualifications and retraining of labor protection specialists of organizations and district executive committees;
- control within organizations over employees undergoing preliminary pre-employment professional medical examinations and periodic medical examinations in accordance with legislative requirements;
- effectiveness of mobile groups in terms of qualitatively identifying violations and their mandatory elimination; otherwise, ensure the provision of information to the regional department on the scheduling of unscheduled inspections;
- on-site control over compliance with the requirements of Directive No. 1, labor and production discipline, conducting pre-shift (before the start of work, shift) medical examinations, and examinations for the presence of employees in a state of alcohol, drug, or toxic intoxication, taking into account the requirements of current legislation.
