On Departmental Reporting on the Results of Accounting for Ozone-Depleting Substances (ODS) and Equipment Inventory

The Beshenkovichi District Inspectorate for Natural Resources and Environmental Protection draws the attention of nature users to the fact that, in accordance with Resolution No. 13-T of the Ministry of Natural Resources and Environmental Protection of the Republic of Belarus dated November 30, 2023, the departmental report "Report on the results of accounting for ozone-depleting substances and inventory of equipment and technical devices containing ozone-depleting and (or) ozone-safe substances" for 2023 (hereinafter referred to as the departmental report), the deadline for submission of which to the Vitebsk Regional Committee for Natural Resources and Environmental Protection is February 1, 2024, must contain information on the results of the inventory of equipment and technical devices containing ozone-depleting substances (hereinafter referred to as ODS) and (or) ozone-safe substances (hereinafter referred to as hydrofluorocarbons), as well as their mixtures.
Equipment and technical devices that contain ODS and (or) hydrofluorocarbons, specified in the List of Ozone-Safe Substances established by Resolution No. 42 of the Ministry of Natural Resources and Environmental Protection of the Republic of Belarus dated December 8, 2014, as well as mixtures of such substances, regardless of their content volumes, are subject to inventory.
Departmental reporting under Section III "Information on the results of the inventory of equipment and technical devices containing ozone-depleting and (or) ozone-safe substances, as of January 1, 2024" is submitted only for those types of equipment and technical devices in which each unit contains more than 3 kg of the above substances or their mixtures.
At the same time, we inform you that explanations "On departmental reporting" are posted on the website of the Ministry of Natural Resources (Home / Areas of Activity / Air Protection and Ozone Layer / Ozone-Depleting Substances and their Alternatives).
We remind you that, according to Article 13 of the Law of the Republic of Belarus dated November 12, 2001, No. 56-Z "On the Protection of the Ozone Layer", legal entities operating equipment and technical devices containing ozone-depleting and (or) ozone-safe substances are obliged to conduct an inventory of equipment and technical devices containing ozone-depleting and (or) ozone-safe substances and submit departmental reports on the results of such an inventory.
In accordance with Article 17 of the said law, legal entities and individual entrepreneurs who have licenses to carry out activities related to environmental impact are obliged to keep records of ozone-depleting substances, and legal entities are also obliged to submit departmental reports on the results of such accounting.
Violation of legislation on ozone layer protection entailsadministrative liability in accordance with Article 16.43 of the Code of the Republic of Belarus on Administrative Offenses.
The legislation also provides for liability for knowingly providing false information in reports.
