On amending the Technical Regulations of the Customs Union "Safety of Elevators"

Gosgortechnadzor informs that by Decision of the Eurasian Economic Commission No. 112 of December 19, 2019, an amendment was made to clause 5.5 of Article 6 of the Technical Regulation of the Customs Union "Safety of Elevators" (TR CU 011/2011), namely, the words "7 years" are replaced by the words "12 years".

In view of the foregoing, the specified clause is set forth in the following wording from 03.01.2020: "elevators commissioned before the entry into force of this technical regulation and having completed their service life shall be brought into compliance with the requirements of this technical regulation within a period not exceeding 12 years from the date of entry into force of this technical regulation".

Consequently, elevators that have completed their service life before February 15, 2013, must be brought into compliance with the requirements of TR CU 011/2011 by February 15, 2025. After the expiry of the established period, elevators that have not been brought into compliance with the requirements of TR CU 011/2011 shall not be allowed for further operation.

Gosgortechnadzor draws the attention of industrial safety entities to the following:

1. Industrial safety entities (hereinafter referred to as the owner) operating elevators that have completed their service life before February 15, 2013, do not require approval from

1. To permit deviations from the requirements of norms and rules in the field of industrial safety regarding the extension of the service life of such elevators until February 15, 2025, by the State Industrial Supervision Authority.

2. The owner operating an elevator that has reached its designated service life by February 15, 2013, and whose service life is limited to February 15, 2020, according to the elevator passport, shall interact with the organization that conducted the last technical inspection of the elevator to make changes to the records contained in the elevator passport and the technical inspection report, regarding the establishment of a different date for the technical inspection of such elevator, taking into account the requirements of clause 104 of the Rules for ensuring industrial safety during the operation of elevators and construction freight and passenger elevators, approved by the Resolution of the Ministry of Emergency Situations of the Republic of Belarus dated March 1, 2011 No. 18 (hereinafter – the Rules).

3. The operation of elevators that have reached their designated service life by February 15, 2013, shall be carried out in the manner established by the Rules.

4. Bringing elevators that have reached their designated service life by February 15, 2013, into compliance with the requirements of TR CU 011/2011 shall be carried out by the owner by February 15, 2025, within the timelines according to the developed schedules (plans) for the replacement (modernization) of elevators.
