On the entry into force of the Rules
This is to remind you that as of July 1, 2021, the Rules for ensuring industrial safety of elevators, construction freight and passenger hoists, escalators, and passenger conveyors, approved by the Resolution of the Ministry of Emergency Situations of the Republic of Belarus dated December 30, 2020 No. 56, come into force.
According to the Instruction on the procedure for training and knowledge testing on industrial safety issues, approved by the Resolution of the Ministry of Emergency Situations of the Republic of Belarus dated July 6, 2016 "On some issues of training and knowledge testing on industrial safety issues", clause 11. An unscheduled knowledge test for persons specified in sub-clauses 4.1, 4.3–4.5 of clause 4 of these Instructions is carried out in the following cases: when adopting (making amendments and/or additions to) legislative acts in the field of industrial safety, the compliance with which is part of their official duties, – no later than one month from the date of entry into force of the relevant legislative acts in the field of industrial safety.
In connection with the foregoing, it is necessary to organize unscheduled knowledge testing in the field of industrial safety for persons by August 1, and to bring the regulatory documents in accordance with these rules. We also remind you that as of August 1, 2021, according to clause 178 of the Rules for ensuring industrial safety of elevators, construction freight and passenger hoists, escalators, and passenger conveyors, the owner of a potentially hazardous facility must suspend (prohibit) its operation with an entry in the passport in the absence of training and knowledge testing on industrial safety issues for employees in cases and in the manner established by the Resolution of the Ministry of Emergency Situations of the Republic of Belarus dated July 6, 2016 No. 31.
