On informing on knowledge verification issues
One of the common violations is the failure of responsible persons to undergo unscheduled knowledge testing on industrial safety issues. The Vitebsk Regional Directorate of Gospromnadzor reminds.
In accordance with paragraph 11 of the Instruction on the procedure for training and testing knowledge on industrial safety issues, approved by the Resolution of the Ministry of Emergency Situations of the Republic of Belarus of July 6, 2016 No. 31 (hereinafter - the Instruction), one of the cases of conducting unscheduled knowledge testing for persons specified in subparagraphs 4.1, 4.3 - 4.5 of paragraph 4 of the Instruction is the adoption (amendment) of legislative acts in the field of industrial safety.
For reference:
4.1. heads and specialists, except for persons specified in subparagraphs 4.3 - 4.5 of this paragraph:
carrying out management and appointed in the prescribed manner responsible for conducting work when performing work and (or) providing services that constitute activities in the field of industrial safety (hereinafter - heads and specialists carrying out work management);
performing work that constitutes activities in the field of industrial safety;
4.3. employees of the industrial safety service (industrial safety engineer, responsible person entrusted with the relevant duties for ensuring industrial safety) (hereinafter - persons responsible for carrying out industrial control);
4.4. persons responsible for safe operation;
4.5. chairman of the commission for testing knowledge on industrial safety issues, created in a subject of industrial safety, its structural unit, including a separate one.
In accordance with paragraph 13 of the Instruction, teachers undergo unscheduled knowledge testing when changes occuracts of legislation in the field of industrial safety that they teach.

Rules for ensuring the industrial safety of lifting cranes (Resolution of the Ministry of Emergency Situations of the Republic of Belarus of December 30, 2022
No. 88);
Rules for ensuring the industrial safety of elevators, construction passenger hoists, escalators, passenger conveyors (Resolution of the Ministry of Emergency Situations of the Republic of Belarus of January 5, 2023
No. 3), entail the need for an unscheduled knowledge assessment.
In this regard, in accordance with the requirements of paragraphs 19 and 20 of the Instructions, the following are subject to an unscheduled knowledge assessment by the Gospromnadzor commission on industrial safety issues:
the chairman of the commission for assessing knowledge on industrial safety issues, established within an industrial safety entity;
managers and specialists who exercise management and are appointed in the prescribed manner as responsible for carrying out work when performing work and (or) providing services (design, manufacturing, installation, commissioning, repair, maintenance, technical diagnostics, and technical inspection);
persons responsible for safe operation;
persons responsible for carrying out industrial control;
instructors.
Managers and specialists performing work that constitutes activities in the field of industrial safety (design, manufacturing, installation, commissioning, repair, maintenance, technical diagnostics, and technical inspection), the chairman of the commission for assessing knowledge on industrial safety issues, established in a structural unit of an entityindustrial safety, including separate ones, undergo an unscheduled knowledge check in the commission for checking knowledge on industrial safety issues, established in the industrial safety entity.
