On ensuring industrial safety during water well drilling

According to Article 19 of the Law of the Republic of Belarus dated January 5, 2016, No. 354-Z "On Industrial Safety", the performance of certain types of work (provision of certain types of services) in the field of industrial safety, for which a special permit (license) for activities in the field of industrial safety is not required, is carried out on the basis of permits (certificates) for the right to perform (provide) them.

Subparagraph 19.14.1. of paragraph 19.14. of the Resolution of the Council of Ministers of the Republic of Belarus dated September 24, 2021, No. 548 "On administrative procedures carried out in relation to business entities", stipulates that drilling of wells for solid, liquid or gaseous minerals deeper than 20 meters is carried out on the basis of a permit (certificate) issued by Gospromnadzor.

In the Republic of Belarus, there has been an increase in cases of water well drilling by legal entities and individual entrepreneurs who carry out their activities in violation of the law, without the above-mentioned permit.

The list of organizations that currently have a valid permit (certificate) from Gospromnadzor for the right to drill wells for solid, liquid or gaseous minerals deeper than 20 meters is presented on the official website of Gospromnadzor (https://gospromnadzor.mchs.gov.by/administrativnye-protsedury/razresheniya/).

This information is provided to prevent the possibility of water well drilling in the district by legal entities and individual entrepreneurs who do not have the above-mentioned permit (certificate), and to exclude the possibility of participation in tenders for water well drilling by legal entities and individual entrepreneurs without the appropriate permit (certificate).
