On providing assistance in preparing for the academic year to families raising children
1. In accordance with paragraph 11 of the activities of the subprogram "Family and Childhood" of the State Program "Health of the People and Demographic Security of the Republic of Belarus" for 2021-2025, a one-time financial assistance payment is provided for the 2023/2024 academic year to families raising three or more children, in the amount of 30% of the subsistence minimum budget per capita, effective August 1 of the calendar year.
In this regard, legal representatives must provide the following documents:
– an application from one of the parents for assistance addressed to the Director of the State Institution "Territorial Center for Social Services for the Population of Beshenkovichi District";
– the original (copy) of the identity document of the parents, children aged 14 and older;
– a certificate of residence and family composition;
– the original (copies) of the children's birth certificates;
– the original (copy) of the large family certificate;
– a certificate from the educational institution stating that the child is a student of the school (for students in grades 1 and 10);
– a bank statement from an account opened at Branch No. 203 of the settlement of Beshenkovichi of JSC "Belarusbank" in Minsk.
2. Decree of the President of the Republic of Belarus No. 41 of January 19, 2012, defines the procedure for providing state targeted social assistance to low-income families (citizens) and includes:
– provision of a monthly social benefit to families (citizens) on the condition that their per capita income, determined in the manner established by the Council of Ministers of the Republic of Belarus, is objectively below the highest value of the subsistence minimum per capita, approved by the Council of Ministers of the Republic of Belarus (as of 01.05.2023 – 352 rubles 13 kopecks);
– provision of a one-time social benefit to families (citizens) who, for objective reasons, find themselves in a difficult life situation that disrupts their normal life activities, provided that their per capita income does not exceed 1.5 times the need criterion (as of 01.05.2022 – 528 rubles 20 kopecks).
Application for the provision of this type of material support is declarative and is carried out by submitting an application and documents necessary for the appointment of assistance to the state institution "Territorial Center for Social Services of the Population of Beshenkovichi District".
3.Provision of material assistance from the Social Protection Fund of the Population is regulated by the Instruction "On the Procedure for Providing Material Assistance to Needy Elderly and Disabled Citizens from the Funds of the Social Protection Fund of the Population of the Ministry of Labor and Social Protection of the Republic of Belarus", approved by the Resolution of the Ministry of Social Protection of the Republic of Belarus dated 03.08.2001 No. 9 (as amended by the Resolution of the Ministry of Labor and Social Protection of the Republic of Belarus dated 29.12.2007 No. 191).
This type of assistance is provided to unemployed pensioners and disabled persons, children with disabilities who find themselves in a difficult life situation, which is confirmed by documents and an act of survey of the applicant's material and living conditions.
Material assistance is provided no more than once within a calendar year, and its amount is determined individually in each specific case.
