Information on Handling Citizens' Appeals
CITIZENS' APPEALS
In 2025, the Beshenkovichi District Executive Committee (hereinafter – the District Executive Committee) and its structural subdivisions with legal entity status received 324 citizens' appeals (334 appeals in 2024), which is 97% of the previous year's level. Of these: 170 written appeals (202 in 2024), 93 oral appeals (74 in 2024), and 61 electronic appeals (58 in 2024).
The District Executive Committee received 199 citizens' appeals (206 appeals in 2024), which is 96% of the previous year's level. Of these: 64 written appeals (83 in 2024), 93 oral appeals (74 in 2024), and 42 electronic appeals (49 in 2024).
In terms of territorial affiliation, residents most often appeal from rural areas – 81 appeals: of which: Beshenkovichi Rural Council (26), Verkhnekrivensky Rural Council (17), Sorzhitsky Rural Council (12), Ostrovensky Rural Council (11), Ullsky Rural Council (7), Verkhovsky Rural Council (6), Bocheikovsky Rural Council (2). From Beshenkovichi urban settlement – 67 appeals, from non-resident citizens – 51 appeals.
In 2025, the appeals received by the District Executive Committee were dominated by issues related to:
housing stock and housing and communal services (107 issues, 91 issues in 2024), including issues concerning: improvement and maintenance of settlements (62), repair and maintenance of housing stock (14), housing in rural areas (11), provision of rental housing (8), utility services (6), improvement of living conditions (5);
land management and land use (31 issues, 26 issues in 2024) concerning: boundary establishment, land use (21), withdrawal and provision of land plots (8);
transport (11 issues, 5 issues in 2023) concerning: repair, construction and maintenance of roads (10), operation of passenger transport (1);
architecture and construction (9 issues, 20 issues in 2024);
labor, employment, labor protection (9 issues, 6 issues in 2024);
environmental protection (5 issues, 9 issues in 2024).
trade, consumer market (4 issues, 3 issues in 2024);
social and pension provision (3 issues, 2 issues in 2024);
The number of collective appeals decreased from 23 to 17 compared to the previous year. This constitutes 8% of the total number of appeals. The main issues of collective appeals are: improvement and maintenance of settlements, including the maintenance of the street and road network (12).
APPEALS FROM LEGAL ENTITIES
In 2025, the District Executive Committee received 7 appeals from legal entities, compared to 4 appeals in 2024.
PERSONAL AND ON-SITE RECEPTIONS
Personal receptions for citizens and representatives of legal entities, including on-site receptions, are conducted in accordance with schedules approved by the Chairman of the District Executive Committee. Pre-registration for personal receptions is organized.
In 2025, 97 personal receptions and 25 on-site receptions were held.
86 citizens attended personal receptions with the district executive committee leadership (2024 – 62 citizens). 5 citizens attended on-site receptions with the district executive committee leadership (2024 – 6 citizens).
The results of personal receptions indicate that a large number of appeals (44) are resolved on the day of reception.
DIRECT PHONE LINES
Direct phone lines are organized in the district on a systematic basis in accordance with the requirements of Directive No. 2 of the President of the Republic of Belarus dated December 27, 2006. These lines are held by the district executive committee leadership every Saturday and by the heads of structural units with legal entity status once a quarter.
In 2025, 89 calls were received on the district executive committee's direct phone line, compared to 122 calls in 2024, which is 72% of the previous year's level.
RURAL EXECUTIVE COMMITTEES
In 2025, rural executive committees received 38 appeals (2024 – 31 appeals), including: 27 written, 7 oral, and 4 electronic.
