Procedure for Applying for Administrative Procedures Electronically
PROCEDURE FOR SUBMITTING APPLICATIONS FOR ADMINISTRATIVE PROCEDURES ELECTRONICALLY
An application from an interested party for an administrative procedure to be carried out electronically is submitted through the unified portal of electronic services.
The list of administrative procedures for which applications from interested parties are submitted electronically through the unified portal of electronic services is determined by the Council of Ministers of the Republic of Belarus, specifying in such list the method of identification and authentication of the interested party, as well as the possibility of submitting an administrative complaint and receiving an administrative decision through the unified portal of electronic services.
Resolution of the Council of Ministers of the Republic of Belarus dated April 23, 2024, No. 322, approved the list of administrative procedures to be carried out electronically through the unified portal of electronic services.
The unified portal of electronic services is a subsystem of the nationwide automated information system designed to ensure electronic interaction between state bodies and organizations with other organizations, as well as with citizens, including being a single point for submitting (withdrawing) applications for administrative procedures, receiving administrative decisions (notifications of adopted administrative decisions), and submitting (withdrawing) administrative complaints electronically.
An application from an interested party in electronic form is submitted through the unified portal of electronic services after gaining access to it: - without using identification means; - using a unique identifier of the interested party (except when the interested party is a legal entity). The procedure for obtaining a unique identifier is established by the Council of Ministers of the Republic of Belarus; - using a personal electronic digital signature key, the certificate of the corresponding public key of which is issued by the republican certification authority of the State System for Managing Public Keys for Verifying Electronic Digital Signatures of the Republic of Belarus.
A unique identifier is a special login (citizen's account name) and password – a means of identifying a citizen when carrying out administrative procedures electronically through a personal electronic cabinet on the unified portal of electronic services.
To obtain a unique identifier, a citizen submits a written application for the issuance of a unique identifier in the established form.
Upon application, the citizen presents an identity document and also gives written consent to verify the information provided by them against the information contained in state information resources (systems) owned by the Ministry of Internal Affairs.
The authorized employee will verify the data specified in the application. Then, using a special program, they will generate a unique identifier. The mark of receipt of the notification is certified by the citizen's signature.
The obtained unique identifier can be used for providing electronic services.
Step 1: To log in to your personal account, you will need to enter the received login and password. To do this, click the "Login" button and select the "Login by unique identifier" section.
Step 2: In your personal account, a list of administrative procedures that can be ordered through the single portal using the unique identifier will be displayed. The electronic application is filled out in the personal account.
Step 3: When ordering an electronic procedure in the user's personal account, a 30-digit code - the order number - is generated, with which this procedure can be paid for by any convenient method (for example, through any bank branch, ERIP). In the personal account, the user attaches an electronic copy of the receipt for payment of the administrative procedure.
Step 4: The application of the interested person, submitted in electronic form, is considered in the manner established by law for considering applications submitted in written form. After the administrative procedure is completed by the authorized body, the decision on the results of the administrative procedure will be displayed in the user's personal account.
If the legislation on administrative procedures does not define the information that must be contained in the application of an interested person submitted in electronic form, such an application must contain the following information:

the name of the authorized body to which the application is submitted;

information about the interested person:

surname, given name, patronymic (if any), place of residence (place of stay) – for a citizen who is not an individual entrepreneur;

surname, given name, patronymic (if any), place of residence, registration number in the Unified State Register of Legal Entities and Individual Entrepreneurs – for an individual entrepreneur;
-
identification number (if available);

name and location, registration number in the Unified State Register of Legal Entities and Individual Entrepreneurs – for a legal entity;

the name of the administrative procedure for which the interested person applies;

a list of documents and/or information (if any) submitted with the application of the interested person;

information about the payment of the fee charged during the administrative procedure, indicating the accounting number of the operation (transaction) in the payment system in the unified settlement and information space or the details of the document on payment for services (works) provided (performed) by the authorized body during the administrative procedure;

the type of communication by which it is necessary to send a notification of the adopted administrative decision (if necessary);

the signature of the citizen, or the signature of the head of the legal entity or a person authorized in the established manner to sign the application, or the signature, surname, given name, patronymic (if any) of the representative of the interested person, the details of the document confirming the authority of the representative of the interested person.
An interested person may participate in the administrative procedure electronically through their representatives in cases provided for by legislative acts.
An application from an interested person submitted electronically shall be considered in the manner established by this Law for the consideration of applications submitted in written form, taking into account the specifics provided for by the Law of the Republic of Belarus "On the Fundamentals of Administrative Procedures".
