Assistant to the President – Inspector for the Vitebsk Region Sergey Levkovich held a personal reception of citizens
Can all disputed issues be resolved at a meeting? It is unlikely that this question will have a straightforward answer. This was also the case with residents of the Gorodok district. About 15 years ago, they actively helped a neighbor, a group 1 invalid, who had written a power of attorney for his property in their name. But he suddenly died. Since the deceased had no relatives, the neighbors used the house for a long time and wanted to establish the fact of acquisitive prescription for the real estate. They appealed to many authorities, but received the answer: this can be done, but through the court, as the house is registered in the name of the former legal owner.
After carefully listening to the applicants, Sergey Levkovich also replied: acquisitive prescription can be established through the court.
– It is impossible to make a decision bypassing existing legislation. At the same time, your situation will be further studied by specialists, and if necessary, relevant ministries will be involved to refine regulatory acts, – he explained.
A resident of Beshenkovichi raised issues at the meeting that concerned not only her, such as people being forcibly made to collect money for various needs, children being taken away from classes to participate in district events, and much more. However, behind these questions, the fact that the woman was fired from her job for failing to perform her duties was clearly evident. The applicant herself emphasized that she had conflicts with all her employers. The President's Aide will carefully study all the issues raised in the appeal and provide an answer to the applicant.
The citizens' meeting also included a land dispute. A resident of Vitebsk has a dacha in the gardening cooperative "Zvyazda". Everything was fine until recently, when a neighbor coveted part of the common area and centimeters of land belonging to the applicant. As a result, access to the plot is completely blocked.
The President's Aide instructed the land service to thoroughly investigate the issue. If the previous decision on the neighbors' land boundaries contradicts the applicant's legal requirements, it must be reviewed. Although the issue is still under consideration, the Vitebsk resident expressed satisfaction that he was heard.
– Personal receptions are an important area of work with the public, – emphasized Sergey Levkovich, summarizing the results. – This applies to all heads of enterprises and especially to the state apparatus. Such meetings are held on a systematic basis: one reception monthly at the regional executive committee, and one – an on-site visit in the regions of the oblast. Citizens raise various issues concerning, for example, property relations. There are certain shortcomings in the legislation, especially regarding acquisitive prescription within the framework of Decree No. 311, which amended Decree No. 200 regulating administrative procedures. Local authorities currently have all the tools to resolve issues related to land disputes between neighbors. It is necessary to find ways and provide maximum assistance to people. It is especially important to be attentive here, as one cannot approach disputed issues one-sidedly, since they affect the interests of other people. I personally keep track of all the appeals received at the reception.
