The work practices were reviewed using the example of the Beshenkovichi district. The event was attended by the Chairman of the State Property Committee Vitaly Nevera, Deputy Chairman of the Vitebsk Regional Executive Committee Anzhelika Nikitina, as well as representatives of republican and local authorities, organizations, and the business community.

Opening the plenary session of the seminar, Vitaly Nevera noted that over the past three years, the Vitebsk region has demonstrated positive dynamics in involving unused state property into economic circulation, and more and more new production facilities are being created in the region.

As part of the seminar, its participants visited a number of enterprises where production facilities have been established. The first facility is the incubation workshop of Vitconproduct LLC in Beshenkovichi. It was created on a previously unused site of a former vehicle service station, transferred to private ownership for an investment project. Its capacity is 16 million eggs per year. The production facility is equipped with modern environmentally friendly equipment, which has no analogues in Belarus. This has made it possible to ensure the import substitution of broiler chicks.

In addition, to support the incubator's operations, sites for growing young laying hens and parent stock have been built. This has made it possible to replace the import of hatching eggs.

Next, the seminar participants visited Lufter LLC, a confectionery factory with Chinese capital participation. In 2023, an unused building of a former gymnasium in the urban-type settlement was allocated for the implementation of this investment project. The cost of the investment project is 7 million rubles. During the implementation of its first phase, 4.1 million rubles of investments have already been made, including the purchase of equipment worth 3 million rubles.

It is worth noting that the confectionery factory in Beshenkovichi is included in the list of investment projects of the "One District – One Project" program. Currently, 64 people are employed at the enterprise, and its products are exported to the Russian Federation.

"The 'One District – One Project' initiative is almost 80% related to bringing unused property into economic circulation. In very few regions, while implementing projects, did we build facilities from scratch. Mostly, former buildings that were previously unused were selected, modernized, and reconstructed. Investments were attracted for these purposes, equipment was installed, and thus we moved towards the implementation of the 'One District – One Project' initiative. New jobs were created, which, consequently, in the long run, will not only contribute to budget revenue but also ensure a decent standard of living for our population in the regions," said Deputy Chairperson of the Vitebsk Regional Executive Committee Anzhelika Nikitina.

The next facility visited as part of the republican seminar was the production site of RUP "Belmedpreparaty".

In Beshenkovichi, unused capital structures of the former reinforced concrete products plant were in communal ownership of the district for over 10 years. In 2014, they were transferred to an investor free of charge for the implementation of a project involving the creation of a pharmaceutical production facility.

The project was successfully implemented for several years. Over 20 million in investments were made, including more than 3 million US dollars in foreign investment. In the first half of 2024, the property was accepted into the ownership of the Republic of Belarus and assigned to RUP "Belmedpreparaty" under the right of economic management.

Currently, preparatory and commissioning works have been carried out here, equipment operability has been confirmed, and an experimental batch of medicinal products has been produced. The inspection of the production site for compliance with GMP requirements has been completed, and the receipt of the certificate is planned for July 2025. Concurrently, work is underway to find an investor.

Another "One District – One Project" initiative is successfully being implemented in the Beshenkovichi region: in 2023, Scorpio-Tsvietka LLC launched the production of food flavorings. For the implementation of the investment project, an unused building of a former school in the agro-town of Budilovo was transferred to the enterprise free of charge. Based on the transferred property, a workshop for the production of liquid and dry flavorings has been commissioned, and a laboratory has been established. Currently, a line for bottling food flavorings in small containers has been purchased and installed.
