The main task of the fuel and energy complex in the autumn-winter period is the stable and reliable supply of fuel and energy to the economy and the population, ensuring the uninterrupted and accident-free operation of the gas transmission system, power plants, and auxiliary systems.
In order to achieve the specified parameters, the Beshenkovichi RES of the RUP "Vitebskenergo" enterprise has reconstructed overhead power lines of 0.4-10 kV with a length of 22.009 km in the agro-towns of Verkhneye Krivino and Rzhavka, and the villages of Pushkari, Beloye, Kholm, Khotino. As a result of the reconstruction, 6 of the above-mentioned settlements have gained the opportunity to use electricity in their homes for heating, hot water supply, and cooking.

The plans for 2026 include the commissioning of facilities after the reconstruction of 10-04 kV overhead lines in the village of Gnezdilovo, and the agro-towns of Budilovo and Vyaderevo.

It should be noted that as of May 14, 2026, 1251 subscribers in our district are already using electricity for heating and hot water supply in residential buildings.

To maintain electrical grids in proper working order, a major overhaul of 16.59 km of 0.4 kV overhead power lines was completed. A major overhaul of 56 transformer substations of 10/0.4 kV was carried out.

For example, the Beshenkovichi branch of the Lepel branch of OUP "Vitebskobltop" ensured uninterrupted fuel supply to consumers in the district. In 2025, 6637 cubic meters of firewood and 679 tons of peat briquettes were sold to the population, which is 105% and 71% of the 2024 level, respectively. From January to April 2026, 415 households were supplied with firewood and 67 households with peat briquettes.

Heads of economic entities ensuring the functioning of electric and thermal energy sources, gas, electric and thermal networks, social and cultural facilities, housing and communal services, housing stock, transport, road network, and other interested parties, taking into account the results of the functioning during the heating period of 2025/2026, were instructed by the district executive committee to ensure: by September 1, 2026, the full readiness of facilities for operation in the autumn-winter period of 2026/2027 in the manner prescribed by the Rules for preparing organizations for the heating season, its conduct and completion, approved by the Resolution of the Council of Ministers of the Republic of Belarus dated May 14, 2020 No. 286, including the registration of readiness passports for heat sources and heat energy consumers with the state energy supervision authorities.

The agenda also included the issue "On the debureaucratization of the state apparatus and improving the quality of life support for the population" in the Beshenkovichi district. In 2025, the "one-stop-shop" service of the district executive committee received 2682 applications.

The most in-demand administrative procedures for which applications are accepted by the "one-stop shop" service are those related to housing relations, architecture and construction, as well as obtaining information from the Unified State Register of Legal Entities and Individual Entrepreneurs.

In 2025, the district executive committee and its structural divisions with the rights of a legal entity received 324 appeals from citizens, which is 3 percent less than in 2024. The main topics of citizen appeals are: internal affairs bodies, housing stock and housing and communal services, land management and land use. In rural executive committees, appeals most often concern issues of improvement and land management.
