The Problem of Family Dysfunction
Decree of the President of the Republic of Belarus dated November 24, 2006, "On Additional Measures for State Protection of Children in Dysfunctional Families" (hereinafter — the Decree) is the main regulatory act designed to address the problem of family dysfunction.
During this period, the level of reimbursement by obligated persons in the Beshenkovichi district for expenses incurred by the state for the maintenance of children under state care increased to 68.7%. Furthermore, the rate of children returning to parents who have taken measures to eliminate the causes of dysfunction remains quite high. Since the Decree came into force, 215 children have been removed from families, and 153 have been returned to their families due to the normalization of the situation.

Criminal liability is provided for evasion of reimbursement of expenses incurred for the maintenance of children. Part 2 of Article 174 of the Criminal Code provides for punishment in the form of community service, correctional labor for up to two years, arrest, restriction of liberty for up to three years, or deprivation of liberty for up to one year.
In case of repeated commission of this crime, punishment in the form of deprivation of liberty for up to two years may be imposed.
