Patriotic Song Contest "Songs of Our Fathers' Youth"

INSTRUCTIONS
On the procedure for organizing and conducting the regional stage of the XXX regional patriotic song contest "Songs of the Youth of Our Fathers"
1. These Instructions define the procedure for organizing and conducting the regional stage of the XXX regional patriotic song contest "Songs of the Youth of Our Fathers" (hereinafter referred to as the contest).
2. The contest is held with the aim of supporting talented young performers, improving the level of performance skills, patriotic and aesthetic education of the younger generation based on the best examples of the song genre of past years, familiarizing with the works of Soviet and Belarusian composers, organizing leisure time for youth, and selecting young and talented pop singers for participation in republican and international contests and festivals.
3. The organizers of the contest are: the culture sector of the Beshenkovichi District Executive Committee, the State Cultural Institution "Beshenkovichi District Center of Culture" (hereinafter referred to as the organizers).
4. The organizers of the contest approve the procedure for its organization and conduct, the cost estimate, the composition of the jury; and resolve other issues related to its organization and conduct.

5. Conditions and procedure for the competition:
5.1. The competition will be held in three stages:
Stage I –  January 28, 2024 – district qualifying round (according to Appendix 1).
Stage II – zonal qualifying round in Senno (February 13);
Stage III – final round – March 2023 in Orsha.
The dates of the rounds may be changed, which will be announced additionally.
5.2. All individuals aged 16 to 35 years (as of April 1, 2023) are eligible to participate in the competition.
5.3. The competition is held in two evaluation categories: “solo vocalist” and “vocal ensemble” (up to 8 people).
5.4. For the regional and zonal qualifying rounds, participants shall prepare, at their choice, two songs created during the period from 1975 to 2005,  which allow for a full demonstration of the participants' vocal abilities (the best examples of Soviet, Belarusian, and foreign pop music):
– the first song on the theme: “This is our land, this is our biography” (songs by Soviet, Russian, Belarusian authors about peace, creation, achievementsof those years, civil lyrics; songs reflecting significant events in the history of native Belarus, the uniqueness of its nature, the spiritual beauty of its people;
– the second song is chosen by the participant (Soviet, Belarusian, foreign hit). The total duration of the songs should not exceed
8 minutes.
Songs with calls for discrimination, violence, and incitement of national, interfaith discord, as well as those contradicting the legislation of the Republic of Belarus, are not allowed to participate in the competition.
5.5. The use of a "plus" backing track is not allowed. For soloists, backing vocals are allowed fragmentarily, without recording the main part; for groups (ensembles), backing vocals are not allowed.
5.6. Backing tracks must be of high sound quality.
5.7. If the same song is performed by several contestants who have reached the final, the organizing committee gives preference for its performance to the contestant whose application was submitted earlier, and others are asked to change the song.
5.8. Repertoire changes are possible no later than 5 days before the start of the zonal qualifying rounds of the competition; repertoire changes by the finalists of the competition are not allowed, except for the situation described in clause 5.7.
5.9. Contestants are obliged to behave correctly during the event. In case of non-compliance with the competition rules during the performanceThe jury has the right to reduce the score.
6. To participate in the competition, no later than January 23, 2024, an application in WORD format (Appendix 2 to these Instructions) shall be submitted to the State Cultural Institution "Beshenkovichi District Cultural Center" at the email address beshenkovichi.rck@gmail.com6.1. The application (Appendix 2) for participation in the competition must include: the full name of the performer (or the name of the vocal group) and the artistic director, the titles of the works, the year of writing, the authors of the lyrics and music (full names), the duration of the song, the number of microphones intended for the performance (for ensembles or backing vocals).
6.2. If the requirements specified in these instructions are not met, the organizing committee has the right to disqualify the performer from participating in the competition.
7. To evaluate the competitive performances of the participants, the organizers approve the composition of the jury, which evaluates the performances according to the following criteria:
 the level of performance skill, the complexity of the repertoire;
 the relevance of the program to the themeof the competition and the period of creation 
    of works;
  quality of phonograms;
 stage presence (artistry, image, costume, ability to   
    use a microphone, etc.);
7.1. The basis for awarding the competition winners is the jury's conclusion, formalized by a protocol.
7.2. The results  of the qualifying rounds are announced on the official website of the State Cultural Institution "Beshenkovichi District Cultural Center" and in the "Instagram" group. The results of the final round will be announced on the day of the competition upon completion of all participants' performances.
7.3. The jury's decision is final and not subject to review.
7.4. Participants who receive the "Grand Prix" and take 1st, 2nd, and 3rd places in each of the 2 categories are awarded diplomas and commemorative prizes. In addition,The organizing committee establishes special diplomas:
– “For artistry”;
– “Audience Choice Award”;
– “For the creation of the best stage image”;
– “Discovery of the Competition”;
– “For the best performance of a song by Belarusian composers”;
7.5. The jury has the right not to award a particular title, and also, based on the competition results, to declare otherwise (to divide prize places among contestants, to award special diplomas).
8. On the day of performance, participants must have original lists in 2 copies, certified by the signatures of the heads and seals of the institutions delegating participants (Appendix 3).
9. Financing for the preparation and conduct of the competition is carried out at the expense of local budgets in accordance with the estimated expenses.
10. Transportation and business trip expenses for accompanying persons are covered byof the sending party.
