Prevention of Domestic Violence

   Family and domestic offenses are among the complex social problems. Despite the kinship ties between people in family and everyday life, as practice shows, this sphere of relations is most susceptible to conflicts of various kinds: from minor domestic offenses to crimes against life and health.
For example, administrative liability under Part 2 of Article 10.1 of the Code of Administrative Offenses of the Republic of Belarus (hereinafter referred to as the Code of Administrative Offenses of the Republic of Belarus) is provided for battery that did not result in bodily harm, intentional infliction of pain, physical or mental suffering committed against a close relative, family member or former family member, or violation of a protective order.
In the elapsed period of 2023 alone, the district prosecutor's office sent 29 instructions for preparing an administrative offense case under Part 2 of Article 10.1 of the Code of Administrative Offenses of the Republic of Belarus.
   In addition, for intentional infliction of minor, less severe, or severe bodily harm, torture, as well as threats of murder or severe bodily harm, the perpetrators shall be held criminally liable under Articles 147, 149, 153, 154, 186 of the Criminal Code of the Republic of Belarus.
   In the elapsed period of 2023, under the specified articles of the Criminal Code of the Republic of Belaruss, 5 criminal cases have been initiated, 4 of which have been sent to court and resulted in convictions.
Based on the analysis conducted by the district prosecutor's office regarding the causes and conditions of the committed offenses and crimes, it was established that in the overwhelming majority of cases, the main reason for these offenses and crimes in the domestic sphere was alcohol abuse by both the aggressor and the victim of domestic violence.
In addition, during the supervisory measures carried out by the district prosecutor's office, numerous shortcomings were identified in the activities of the responsible prevention entities, as a result of which 2 submissions were made.
