Earthworks in gas pipeline protection zones
Natural gas is widely used in the Vitebsk region: by the population for cooking, heating, and hot water supply, and by industrial consumers (energy enterprises, housing and communal services, and others) for the production of electricity, heat, and industrial products.
Due to the onset of a favorable period for excavation work, including in the protection zones of gas pipelines, there is a risk of their mechanical damage.
The Regulation on the procedure for establishing protection zones of gas distribution system facilities, their sizes, and the regime of their use, approved by the Resolution of the Council of Ministers of the Republic of Belarus of 06.11.2007 No. 1474 "On approval of the Regulation on the procedure for establishing protection zones of gas distribution system facilities, their sizes, and the regime of their use," defines the protection zones of gas pipelines and the procedure for obtaining permits for excavation work. The routes of gas pipelines are marked on the ground by operating organizations with signs (markers, wall signs (plates of size 140x200, green, green with a red border, yellow)). When carrying out repair, construction, and excavation work in the protection zones of gas pipelines, enterprises must obtain a permit for the right to carry out work from the gas supply organization, which specifies the requirements and conditions mandatory for the performers. The permit is accompanied by a diagram of the gas pipeline and engineering utilities, structures (GPP, SHRP, RU), AGZS with tie-ins. Legal entities and individuals carrying out repair, construction, and excavation work must provide the gas supply organization with a project plan for their execution for approval, developed taking into account the requirements of construction, and if necessary, other norms and rules regulating such work, as well as an application (letter) for a permit. Excavation and other work in the protection zones of gas pipelines are permitted only in the presence of a representative of the gas supply organization.and the responsible contractor appointed by order of the organization performing the work. All types of work in gas pipeline protection zones are prohibited without a permit. The organization performing the work must also obtain a permit for excavation from the local executive and administrative body in the manner prescribed by law; the permit from the gas supply organization is the basis for obtaining it.
In case of detection of unauthorized repair, construction, or excavation work in the protection zone of gas distribution system facilities, as well as in cases of self-willed continuation of suspended work, the gas supply organization must take measures to suspend such work and inform the territorial body of state industrial safety management (Gospromnadzor). According to Article 18.40 (Violation of rules for the protection of main and other pipelines) of the Code of the Republic of Belarus on Administrative Offenses dated April 21, 2003, No. 194-3, taking into account amendments and additions, it entails the imposition of a fine in the following amounts: for an individual – from ten to forty basic units, for an individual entrepreneur – up to fifty basic units, for a legal entity – up to two hundred basic units.
