The district prosecutor's office conducted an audit of the effectiveness of crime prevention entities.
An analysis of the crime situation in the district indicates that the upward trend in both overall crime and crime investigated by the criminal investigation department, as well as specific types and categories of crimes, which began in 2019, has continued into the current year.
Thus, in the past period of 2020, the growth of overall crime in the district amounted to 2.6%. The crime rate per 10,000 population was 25.5, which is 0.9 higher than the regional average. The number of crimes committed while intoxicated increased to 12 (from 5), by persons with a criminal record to 13 (from 10), and by a group of persons to 4 (from 0).
Moreover, in the past period, 1 crime against the life and health of a citizen has already been registered.
In this regard, the district prosecutor's office conducted an audit of compliance with legislation in the activities of crime prevention entities, which are obliged to carry out preventive work with individuals who abuse alcohol and are prone to committing offenses.
The audit results revealed a number of significant violations of legal requirements by all regional crime prevention entities involved in the work.
For example, despite the existence of grounds and the requirements of the Mechanism for determining the category of residential premises as gathering places for persons with antisocial behavior, their identification and registration, the Beshenkovichi District Department of Internal Affairs did not recognize an apartment in the Ullsky rural council as a den. The rural executive committee received repeated complaints about the behavior and lifestyle of the residents of this apartment.
However, the unlawful behavior of the residents remained unattended, both by the district police inspector and by the officials of the rural executive committee. No measures were taken to systematically carry out preventive work with the problem apartment, or to break up the gatherings of antisocial individuals prone to committing offenses.
During the audit, facts of failure to take preventive measures against other individuals living in the district who abuse alcohol and are prone to committing crimes and offenses were also established.
In addition, it was noted that the Beshenkovichi District Department of Internal Affairs, despite existing grounds, does not address the issue of sending offenders to a medical and labor dispensary.
For example, one of the district residents, who abuses alcohol, is negatively characterized at his place of residence, is unemployed, and has been brought to administrative responsibility 5 times during 2018-2019 for committing offenses while intoxicated (4 times under Article 17.3 of the Code of Administrative Offenses of the Republic of Belarus, 1 time under Part 2 of Article 9.1 of the Code of Administrative Offenses of the Republic of Belarus), in connection with which he is on preventive record with the Beshenkovichi District Department of Internal Affairs. To date, the issue of referral for medical examination for subsequent compulsory hospitalization has not been resolved.
Also, during this audit, it was established that some rural executive committees do not take any measures to stabilize the crime situation and do not develop additional measures.
Based on the identified violations and shortcomings, the district prosecutor's office submitted a representation to the Beshenkovichi District Executive Committee, proposing to organize the work of the District Department of Internal Affairs and the councils of public law enforcement points in accordance with the requirements of current legislation, ensuring unconditional compliance with the established procedure for carrying out preventive work. To eliminate formalism in the activities of the councils of public law enforcement points and inspection commissions, and to strengthen their coordinating role. To demand from the leadership of BeshenkovichiROVD and rural executive committees to establish joint work to identify individuals prone to unlawful behavior, abusing alcoholic beverages, as well as places where such citizens gather.
The elimination of identified violations has been placed under the control of the district prosecutor's office.
