The District Prosecutor's Office conducted an inspection of compliance with environmental legislation

Environmental protection is one of the priority areas of state policy in the Republic of Belarus.

The main goals of environmental legislation are to ensure environmentally safe conditions for people's lives, rational use and protection of natural resources, and the development of legal and economic frameworks.

Among the main directions in the work on the implementation of state environmental policy are the introduction of effective methods of management and control over environmental management and environmental protection, as well as the improvement of the system of management bodies and environmental control, in order to reduce the volume of waste generation and prevent its harmful effects on the environment, public health, state-owned property, property of legal entities and individuals, as well as the maximum involvement of waste in civil circulation as secondary raw materials.

For reference: according to the results of 2021, the district as a whole failed to meet the target for the supply of waste for republican state needs by 85.8%. The target for collecting paper and cardboard waste was met by 73.4%, for collecting polymer waste - by 49.7%, for collecting waste electrical and electronic equipment that has lost its consumer properties - by 58.7%.

The supervisory measures carried out by the district prosecutor's office indicate that the work in this area in the Beshenkovichi district is not organized at the proper level. The main reason for the failure to meet the targets was insufficient work to identify and use all sources of secondary material resources, as well as inadequate work among the district's population on the inadmissibility of independent illegal dumping of secondary material resources in unauthorized places, contributing to the formation of spontaneous landfills.

In particular, during the inspection of the territories of the district's settlements, where waste is collected without containers (waste collection is carried out by specialized equipment according to a schedule), numerous instances of spontaneous landfills were identified,including those containing secondary material resources.

For example: in the settlements of Khmelnik, N. Krivino, and Krivino, where waste removal is carried out by specialized equipment according to a schedule (2nd Wednesday of the month), illegal dumps were found not only within the settlements themselves but also on their "outskirts". These violations indicate the need to revise the municipal waste management scheme to change the waste removal schedule and arrange waste storage sites.

Following the identified violations, the district prosecutor's office submitted a representation to the Beshenkovichi District Executive Committee, and the elimination of the violation is being monitored.
