The District Prosecutor's Office conducted an inspection of the safety and proper operation of the housing stock

The Beshenkovichi District Prosecutor's Office conducted an inspection of the organization of work of the communal services enterprise "Beshenkovichsky Kommunalnik" in the field of proper use and safety of the housing stock. During the raid activities, multi-apartment residential buildings located in the urban settlement of Beshenkovichi were inspected, and the following shortcomings were identified.

According to clauses 8.1.9, 8.1.10 of TKP 45-1.04-305-2016 "Technical condition, technical maintenance of buildings and structures" (hereinafter - TKP), during the operation of reinforced concrete structures of buildings, destruction of the protective concrete layer and corrosion of reinforcement are not allowed.

However, on individual elements of the entrance canopies of residential building No. 4 on Stroitely Street (entrance No. 3), No. 25 on Chernyakhovsky Street (entrance No. 1), No. 34 on Chernyakhovsky Street (entrance No. 3), there are significant damages to reinforced concrete, in some places the reinforcement is exposed, and traces of corrosion are visible. During the inspection of the entrance to entrance No. 3 of building No. 36, it was found that the concrete base was dilapidated, iron beams to which the canopy support was attached were exposed. The beams significantly protrude above the porch surface, which creates a threat of injury to people. A similar violation was identified during the inspection of the entrance to entrance No. 2 of building No. 38 on Chernyakhovsky Street.

According to clauses 8.4.5, 8.4.6 of the TKP, external walls of buildings should be protected from condensation moisture; an increase in the humidity of wall materials of the building caused by atmospheric precipitation should be prevented by maintaining in good condition the junctions of canopies above entrances and above balconies of upper floors, roofs, and cornice coverings to the walls.

However, during the inspection, it was found that in a number of residential buildings, the junctions of canopies above entrances to buildings have gaps through which atmospheric precipitation penetrates, which is also evidenced by the formation of mold foci at the junctions and on the surfaces of residential building walls, and the presence of streaks. For example, during the inspection of building No. 25 on Chernyakhovsky Street, it was found that due to moisture penetration under the canopy of entrance No. 1, a large amount of mold formed at the junction with the building, part of the reinforced concrete wall and canopy is deformed and crumbling due to precipitation, and the exposed reinforcement has traces of rust. Similar violations were identified during the inspection of entrances No. 1, 2 of residential buildings No. 34 on Chernyakhovsky Street, entrance No. 3 of building No. 40, building No. 24, entrance No. 1 of building No. 8 on Chernyakhovsky Street, building No. 92 on Uritsky Street.

In accordance with clause 8.2.2 of the TKP, foundations and basement walls must have intact horizontal and vertical waterproofing, excluding the penetration of groundwater, rain, and other waters and liquids into the material of foundations and basement walls. In fulfillment of clause 8.2.16 of the TKP, during operation, basement premises must be clean and dry. However, in the basement of building No. 30 on Chernyakhovsky Street, significant flooding was detected during the inspection. In addition, in violation of clause 8.11.1 of the TKP, cracks were found in the plinth slab of the building.

During the inspection of entrance No. 3 of building No. 90 on Uritsky Street, an increase in the humidity of the residential building wall at the level of 1-2 floors was detected. It was found that a significant amount of water had also accumulated in the basement of the specified entrance, and from the same side of the building, there was over-wetting of the plinth slabs and walls – as a result, the presence of mold and cracks in the plaster, which also violates clause 8.4.8 of the TKP.

According to clause 8.10.6 of the Technical Code of Practice, doors, door frames, and door leaves must not have warps, rot, missing or loose glazing beads, corrosion of metal parts, destruction of glazing, or paint coating. During the monitoring, it was established that the entrance door of entrance No. 1 of residential building No. 27 on Chernyakhovsky Street is in an emergency state, with hinges held by nails driven in by the residents of the building.

The above-mentioned violations of legislation in the field of use and preservation of the housing stock are obvious and can cause significant harm to the rights and legitimate interests of citizens.

Based on the results of the inspection, the district prosecutor's office sent a submission to the UKP Housing and Communal Services "Beshenkovichsky Kommunalnik" with a demand to eliminate the identified violations.
