A monitoring of the college in the agro-town of Ulla was carried out
From August 17 to August 30, 2023, employees of the supervision and prevention sector of the Beshenkovichi District Department for Emergency Situations conducted a monitoring of compliance with fire safety legislation, including the mandatory requirements of technical regulatory legal acts of the fire safety regulation and standardization system of the Educational Institution “Ull State College named after L.M. Dovator” (ag. Ulla, Korenevskogo St., 18) (Director – Pashkevich Alexander Antonovich).
During the work performed, the provided documentation was studied, and the buildings (premises) and the adjacent territory were inspected.
Thus, in accordance with the issues set out in the inspection order, it was established that:
the head and other officials are fulfilling their duties in the field of ensuring fire safety;
fire safety instructions are available, and the established requirements for their development and content are observed;
general requirements for ensuring fire safety at the facility are not fully observed;
requirements for the maintenance of buildings, structures, and premises are not fully observed;
requirements for the organization of the technological process are observed;
requirements for ensuring safe evacuation in case of fire are not fully observed;
requirements for the maintenance and determination of the quantity of primary fire extinguishing means and fire water supply systems are observed;
requirements for the procedure of fire safety training and verification of employees' knowledge of fire safety are observed;
specific fire safety requirements for facilities specifically designed for children, as well as facilities with simultaneous presence of over 300 people, social and healthcare facilities with round-the-clock presence of people are observed;
specific fire safety requirements for explosive and fire-hazardous production facilities are observed.
Namely, the following violations were identified:
the operability and serviceability of fire protection means – the fire alarm system – were not ensured (loops of the A16-512 receiver-controller installed in the educational institution failed.
building No. 1; thermal fire alarm housings in the rooms of dormitory No. 2 are damaged);the fire evacuation plan for the first floor of the educational building No. 1 and educational building No. 2 requires adjustment to reflect the actual layout;
in some residential premises of dormitory No. 2 intended for temporary accommodation of people, schematic plans for individual evacuation of people from the corresponding floor are missing;
doors located on evacuation routes (exit directly to the outside: from the auxiliary staircase of the assembly hall of dormitory No. 2; from the main staircase of educational building No. 1; exit from the 2nd-floor corridor to the auxiliary staircase of educational building No. 1) are equipped with locks (latches) that cannot be opened freely from the inside without a key;
objects (educational building No. 1, laboratory building, refueling station, repair workshop building) of the institution are not fully equipped with primary fire extinguishing means in accordance with the equipment standards for objectsprimary fire extinguishing means depending on their extinguishing capacity, the area of protected premises,installations, functional purpose, operational features, physical, chemical and fire hazard properties of the substances and materials involved.
During the monitoring, in cooperation with representatives of the servicing organization (LLC "BastionS"), a study was also conducted on the condition of fire automation systems installed in the institution's buildings, and it was established that, overall, the systems are in working and proper condition.
During the monitoring, briefings (discussions) on fire safety measures were held with the employees of the facility and the servicing organization.

Responsibility for these violations is provided for by Art. 24.36 of the Code of the Republic of Belarus on Administrative Offenses.
Based on the monitoring results, recommendations have been issued to the manager, detailing specific fire safety violations and the deadlines for their elimination.
