From September 11 to 18, 2020, the inspection and prevention department of the Beshenkovichi District Department for Emergency Situations conducted an unscheduled monitoring of compliance with fire safety legislation, including mandatory requirements of technical regulatory legal acts of the fire safety regulation and standardization system for facilities of the State Forestry Institution "Beshenkovichi Leskhoz", located in the urban settlement of Beshenkovichi at Michurin Street (head of the business entity - Serebro Nikolai Viktorovich).
During the work performed, documentation was studied, oral interviews with employees of the enterprise were conducted, and administrative and production buildings (structures) and adjacent territories were inspected.
It was established that: fire safety briefings are carried out in a timely manner based on developed instructions; employee interviews showed that employees possess sufficient knowledge of the rules for using primary fire extinguishing means, actions in case of fire, and calling fire emergency rescue units; officials are provided with regulatory and methodological, and reference literature on fire safety issues, there are sufficient stands with fire safety information, funds are allocated for ensuring fire safety, etc.
At the same time, the following violations were identified: "General fire safety requirements for the maintenance and operation of capital structures (buildings, structures), isolated premises and other facilities owned by business entities" approved by Decree of the President of the Republic of Belarus of November 23, 2017 No. 7 "On the Development of Entrepreneurship" (hereinafter referred to as the General Requirements) and "Specific fire safety requirements for explosive and fire-hazardous production facilities" approved by the Resolution of the Council of Ministers of the Republic of Belarus of November 20, 2019 No. 779 (hereinafter referred to as the Specific Requirements).(fire safety), namely:
- evacuation plans for people in case of fire from the administrative building of the State Forestry Institution "Beshenkovichi Leskhoz" require significant adjustments (do not comply with the established form, not all premises are reflected, etc.);
- the facility-wide fire safety instructions require adjustment, taking into account the newly enacted specific requirements for ensuring fire safety based on the specifics of the entity;
- the necessary type and quantity of primary fire extinguishing agents for administrative and production buildings (including adjacent territories) and premises located in the urban-type settlement of Beshenkovichi, Michurina Street, have not been determined in accordance with the requirements of the Ministry of Emergency Situations of the Republic of Belarus (supporting documents have not been provided), on the basis of which the buildings (premises) and the adjacent territory are not fully equipped with fire extinguishing means;
- the production territory in the urban-type settlement of Beshenkovichi, Michurina Street, has not been cleared of combustible production waste (chips, sawdust, etc.) generated during the course of activities;
- combustible materials (lumber waste) are stored in fire breaks from buildings located on the production territory in the urban-type settlement of Beshenkovichi, Michurina Street;
- the work of the fire-technical commission and the fire brigade has not been organized at the proper level, in accordance with the newly enacted Resolution of the Council of Ministers of May 18, 2020 No. 296 "On Volunteer Fire Brigades" and the Law of the Republic of Belarus of June 15, 1993 No. 240Z-XI "On Fire Safety" (as amended by the Law of the Republic of Belarus of November 11, 2019 No. 251-Z), which is confirmed by the identified violations.
The following violations have also been identified, which, in accordance with paragraph 3.5 of Decree of the President of the Republic of Belarus of November 23, 2017 No. 7, are subject to elimination at the discretion of the business entity, namely:
the administrative building of the State Forestry Institution "Beshenkovichi Leskhoz" is not equipped with an automatic fire alarm system with a transmission devicenotifications to the fire automation dispatch console and the fire alarm system (NPB 15-2007,
SNB 2.02.02-01).
Based on the monitoring results, recommendations have been issued to the head of the institution, which specify specific fire safety violations and the deadlines for their elimination. In case of non-compliance with the recommendations, administrative measures may be taken against the head.
