Trade facility monitoring was carried out
From January 18 to 28, 2022, the inspection and prevention department of the Beshenkovichi District Department for Emergency Situations conducted a monitoring of compliance with fire safety legislation, including the mandatory requirements of technical regulatory legal acts of the fire safety regulation and standardization system of the Private Trade and Transport Unitary Enterprise "VitEvroSantekhnika", operating in the urban-type settlement of Beshenkovichi, Sovetskaya St., 24 (Director - Zadoroy Anatoly Nikolaevich).

The entity is registered in the Vitebsk district and operates in a rented premises of the building of the Beshenkovichi UPS of the Vitebsk branch of RUP "Belpochta", according to the agreement, where the "StroyMarket" store with an area of 254.7 m2 is located.
The work performed revealed the following violations of the "General Fire Safety Requirements for the Maintenance and Operation of Capital Structures (Buildings, Structures), Isolated Premises and Other Objects Belonging to Business Entities", approved by Decree of the President of the Republic of Belarus dated 23.11.2017 No. 7 "On the Development of Entrepreneurship", of a regulatory nature:
- the lock on the door located on the evacuation route from the retail floor premises is not equipped with the ability to open freely from the inside without a key;
- the facility is not equipped with a fire safety information stand;
- fire extinguishing means are out of order (powder extinguisher OP-4, located in the retail floor, has not undergone periodic testing and recharging after 5 years of operation, including having a low pressure level);
- when installing furniture and storing goods for sale, the width of the aisles in the store's retail floor has been reduced, i.e., it is less than 1.4 m, according to clause 7.5.4.3 of SN 2.02.05-2020.
An inquiry into compliance with the requirements of the Eurasian Economic Union Technical Regulation "On Requirements for Fire Safety Means and Fire Extinguishing" (TR EAEU 043/2017) has established that cable trunking and skirting boards with integrated cable trunking, which meet the specified requirements and bear the corresponding technical regulation marking, are being sold at the retail outlet.
The causes and conditions contributing to the commission of the aforementioned violations were the insufficient knowledge of the enterprise's employees regarding the requirements of regulatory legal acts in the field of fire safety, and the formal approach of the enterprise's management to the performance of their direct official duties.
Based on the monitoring results, recommendations have currently been sent to the enterprise's management, outlining specific fire safety violations and the deadlines for their rectification. In the event of non-compliance with the recommendations, administrative measures may be taken against the management and officials.
