Monitoring of educational institutions was carried out
From May 24 to June 7, 2022, employees of the supervision and prevention sector of the Beshenkovichi District Department for Emergency Situations conducted a monitoring of compliance with fire safety legislation, including mandatory requirements of technical regulatory legal acts of the fire safety regulation and standardization system of the State Educational Institution "Ulla Secondary School of the Beshenkovichi District" (operating in the agro-town of Ulla; Director - Gaskov Vladimir Vladimirovich) and State Educational Institution "Secondary School No. 1 of Beshenkovichi urban settlement" (operating in Beshenkovichi urban settlement, Tolstoy St. 4; Director - Barаnok Svetlana Yakovlevna).
During the supervision and prevention work, a number of violations of fire safety requirements were identified, including ongoing ones, such as:
- employees involved in the implementation of fire evacuation plans from buildings are not provided with filtering self-rescuers (Ulla Secondary School);
- the flooring in the corridors of the 1st, 2nd, and 3rd floors and the stairwells have finishing and cladding materials with undetermined fire hazard indicators (Ullskaya Secondary School);
- the smoke-tight doors of the building's stairwells do not meet the requirements set for them (door leaves, considering their service life, are deformed, which prevents them from performing their functions with the existing seals and door closers) (Ullskaya Secondary School);
- Educational institution "Secondary School No. 1 of Beshenkovichi urban settlement" (facility after current and capital repairs with modernization elements):
the lock on the doors located on the evacuation routes from the cloakroom and the corridor adjacent to the canteen premises does not provide for free opening from the inside without a key;
the newly installed exit door from the stairwell of the right wing
directly to the outside has an opening in the clear of less than 0.8 m;newly installed windows in the external walls of stairwells on the third floor during current repairs do not have devices for remote opening located at a height of no more than 1.7m.;
changed the functional purpose of the labor room to a buffet (1st floor, left wing) and the mathematics room to an IT room (3rd floor, right wing) without obtaining the appropriate permit, design, and execution of construction and installation works;
floor evacuation plans in case of fire, taking into account changes in the location of fire alarm equipment, fire extinguishers, etc., have not been brought into compliance with the requirements.
During the analysis of the work carried out in the educational institutions of the district, it was established that the causes and conditions contributing to the commission of the specified violations were:
insufficient knowledge of regulatory legal acts in the field of fire safety by employees;
formal attitude towards the performance of direct job duties;
many of the violations require the allocation of funds for the purchase of building materials, equipment, etc. (without considering the work that employees of institutions are willing to perform), which is unreasonably hindered by the higher management;
during current repairs, fire safety requirements are not taken into account.
Based on the monitoring results, recommendations have been sent to the head of SSH No. 1, indicating specific fire safety violations and the deadlines for their elimination. Generalized information has been prepared for the higher management.
