A planned monitoring of SOOO "NATIVITA" was carried out
During the period from March 15 to April 6, 2021, the inspection and prevention department of the Beshenkovichi District Department for Emergency Situations conducted a monitoring of compliance with fire safety legislation, including mandatory requirements of technical regulatory legal acts of the fire safety regulation and standardization system, at the joint limited liability company "NATIVITA", operating in the urban settlement of Beshenkovichi at 3 Stroiteley Street (head of the business entity – Sychev Vladimir Alexandrovich (Executive Director)).
During the work performed, documentation was studied, an oral interview of the enterprise's employees was conducted, and administrative and production buildings (structures) as well as the adjacent territory were inspected.
It was established that: the established fire safety regime is being observed at the enterprise's facilities; fire safety briefings are conducted in a timely manner based on developed instructions; the employee survey showed that employees possess sufficient knowledge of the rules for using primary fire extinguishing means, actions in case of fire, and calling fire rescue units; officials are provided with regulatory, methodological, and reference literature on fire safety issues, and there is a stand with fire safety information in the administrative building, etc.
Relatively little time has passed since December 2016, when the enterprise's facilities were accepted for operation; however, the following violations of the "General Fire Safety Requirements for the Maintenance and Operation of Capital Structures (Buildings, Structures), Isolated Premises, and Other Facilities Owned by Business Entities" approved by Decree of the President of the Republic of Belarus No. 7 of November 23, 2017 "On the Development of Entrepreneurship" (hereinafter referred to as the General Requirements) of both a regulatory and capital nature have been identified:
the required type and quantity of primary fire extinguishing means have not been determinedfor the administrative and laboratory and production buildings of the enterprise, in connection with which the facilities are not fully equipped with fire extinguishing means;
evacuation plans for people in case of fire from the premises of the administrative and laboratory and production buildings require adjustment;
doors located on evacuation routes are in most cases locked with locks that cannot be opened without a key;
premises are operated in violation of the operating documentation (technical passports) for them (unauthorized redevelopment of premises).
Also, in parallel, an unscheduled monitoring of compliance with legislation in the field of fire safety in terms of technical maintenance of fire automation systems of UP "Vitebsk Fire Protection Works" was carried out, during which a number of violations of TCP 316-2011 "System of technical maintenance and repair of automatic fire extinguishing systems, smoke protection systems, fire alarm systems, fire alarm and evacuation control systems. Organization and procedure for carrying out work" were identified, namely:
performed scheduled maintenance work is not presented to the responsible person of the Customer or the person replacing him by order of the Customer;
the "Malfunction Record" log is kept with violations (specific reasons for malfunctions (failures), etc. are not indicated);
not all "Customer" personnel responsible for the proper maintenance and technical operation of the fire alarm system were instructed;
quality control of fire automation system maintenance is carried out in violation of the requirements (less than once a quarter, the results of the control are not recorded in the maintenance and repair registration log (consecutively with other entries and in the appropriate column defined by the log), etc.).
Based on the monitoring results, recommendations have been sent to the heads of enterprises, indicating specific fire safety violations
