An unscheduled monitoring of the regional water utility was carried out

From July 27 to July 28, 2021, the inspection and prevention department of the Beshenkovichi District Department for Emergency Situations conducted a monitoring of compliance with fire safety legislation, including the mandatory requirements of technical regulatory legal acts of the fire safety regulation and standardization system, by the branch "Lepelvodokanal" of UP "Vitebskoblvodokanal", located in the urban-type settlement of Beshenkovichi on Proletarskaya Street.

During the work performed, documentation was studied, oral interviews with enterprise employees were conducted, administrative and production buildings (structures) were inspected, as well as the adjacent territory.

It has been established that: the established fire safety regulations are observed at the enterprise's facilities; fire safety briefings are conducted based on developed instructions; employee surveys have shown that employees possess sufficient knowledge of the rules for using primary fire extinguishing equipment, actions in case of fire, and calling fire and rescue services; officials are provided with regulatory, methodological, and reference literature on fire safety issues, etc.

At the same time, the following violations were identified regarding the “General Fire Safety Requirements for the Maintenance and Operation of Capital Structures (Buildings, Structures), Isolated Premises and Other Objects Belonging to Business Entities”, approved by Decree of the President of the Republic of Belarus of 23.11.2017 No. 7 “On the Development of Entrepreneurship” (hereinafter referred to as the general requirements), and the “Specific Fire Safety Requirements for Explosive and Fire-Hazardous Production Facilities”, approved by Resolution of the Council of Ministers of the Republic of Belarus of 20.11.2019 No. 779 (hereinafter referred to as the specific requirements) of both a regulatory and capital nature:

- the facility is not equipped with a fire safety information stand;

- fire safety instructions for conducting initial training are absent;

- the general fire safety instruction has not been revised in accordance with the general requirements and other mandatory technical regulatory legal acts and regulatory legal acts containing fire safety requirements, taking into account the specifics of fire hazards of buildings and premises, substances and materials used in the production (technological) process, and equipment;

- employees have not been trained under the fire-technical minimum programs:

persons responsible for the fire safety of the business entity, as well as those assigned the duties of conducting fire safety briefings;

persons responsible for the preparation and/or conduct of hot work, performers of hot work;

operating heat-generating equipment;

whose professional activities (work by position) are related to the storage,

- finishing materials with undetermined fire hazard were used for wall decoration and floor covering in the corridor of the administrative part of the garage building;

- storage of spare and empty gas cylinders used for hot work is not provided in ventilated extensions to buildings made of non-combustible materials, or under special canopies for protection from sunlight

- doors of evacuation exits leading directly outside from the administrative part of the garage building are not equipped with easily openable locking devices;

- administrative premises with personal computers located therein at workstations

user workstations are not protected by the fire alarm system.

Based on the monitoring results, recommendations have been sent to the enterprise management, indicating specific fire safety violations and deadlines for their elimination. In case of non-compliance with the recommendations, administrative measures may be taken against the management and officials.
