An unscheduled inspection of a facility with round-the-clock child accommodation was carried out

From August 4 to August 25, 2021, an unscheduled inspection of compliance with fire safety legislation, including mandatory requirements of technical regulatory legal acts of the fire safety regulation and standardization system, was conducted by the supervision and prevention inspectorate of the Beshenkovichi District Department for Emergency Situations: State Educational Institution "Beshenkovichi District Socio-Pedagogical Center" (hereinafter referred to as SEI "Beshenkovichi SPC"), operating in the Beshenkovichi District, located at: Vitebsk region, urban settlement Beshenkovichi, Kommunisticheskaya Street, 20-1 (director of the educational institution - Bulynya Natalia Ivanovna).
During the work performed, the provided documentation was studied, oral interviews with the institution's employees were conducted, the administrative building, as well as the adjacent territory, were inspected.
It was established that, in accordance with the Law of the Republic of Belarus "On Fire Safety" No. 2403-XII dated July 15, 1993, fire safety of the enterprise is not fully ensured, which excludes the possibility of a fire or ensures the protection of human life and health and material assets from fire, namely:
the head does not comply with the duties in the field of ensuring fire safety;
general requirements for ensuring fire safety at the facility are not met;
requirements for the organization of the technological process are not met;
requirements for ensuring safe evacuation in case of fire are not met;
requirements for the maintenance of the building and premises are not met;
Requirements for determining the quantity of primary fire extinguishing means are not met;
Specific fire safety requirements for facilities specifically designed for children, as well as facilities with simultaneous presence of over 300 people, social and healthcare facilities with round-the-clock human presence are not met.
Namely, the following violations were identified:
- The required type and quantity of primary fire extinguishing means for the building, which is on the institution's balance sheet, have not been determined in accordance with the Resolution of the Ministry of Emergency Situations of the Republic of Belarus No. 35 dated May 18, 2018 "On establishing norms for equipping facilities with primary fire extinguishing means";
- The threshold in the doorway of the evacuation exit from the first-floor hall directly to the outside has a height of more than 0.06m.;
- Employees of the educational institution (which is a facility specifically designed for children) involved in the implementation of the fire evacuation plan are not provided with self-rescuers;
- Electric heating panels are operated in the drying room in the absence of technical (operational) instructions for them;
- Materials with undetermined fire hazard indicators have been used for floor finishing and wall cladding of the corridors and the first-floor hall, as well as for the ceiling finishing of the stairwell (emergency stairwell), which are evacuation routes (supporting documents and design documentation have not been provided; in fact, the floor and ceiling finishing are linoleum and PVC panels, respectively, and the cladding is paintwork);
- Smoke tightness of doors separating stairwells from corridors on the first and second (main stairwell) floors of the building is not ensured (seals in rebates and automatic self-closing devices are missing);
- Smoke-tight doors separating the second-floor corridor from the stairwell (emergency exit) and the first-floor corridors from the hall have been dismantled;
- Considering the change in the previously established functional purpose (re-profiling) from a boarding school to 2 isolated premises for educational, upbringing, and scientific purposes, in violation of clauses 19.1, 19 (Appendix F) and clauses 12.12.1, 12.12 (Appendix C) of SN 2.02.03-2019, the second-floor premises are not protected by fire alarm systems and are not equipped with a system for alerting and managing the evacuation of people in case of fire.
Based on the inspection results, the head of the institution has been presented with an Inspection Report and an Order specifying the concrete fire safety violations and the deadlines for their elimination. For the identified violations, the legal entity and the head of the institution will be held administratively liable.

During the inspection of the educational institution, an unscheduled monitoring of compliance with legislation in the field of fire safety maintenance, specifically regarding the technical maintenance of fire automation systems (fire alarm) by OOO "Stroyelektrosfera" (head - Lipatov A.E.), was conducted. The identified violations by the business entity were rectified during the monitoring.
