A sample inspection of an agro-industrial complex facility was carried out

From May 22 to June 2, 2023, employees of the supervision and prevention sector of the Beshenkovichi District Department for Emergency Situations conducted a selective inspection, in accordance with the plan of selective inspections in the Vitebsk region for the 1st half of 2023, for compliance with fire safety legislation, including mandatory requirements of technical regulatory legal acts of the fire safety standardization system of the Communal Agricultural Production Unitary Enterprise "PolitotdelsAgro" (hereinafter referred to as KSPUP "PolitotdelsAgro"), (legal address: Vitebsk region, Beshenkovichi district, ag. Komoski, Tsentralnaya St., 30), carrying out

activity in the territory of Beshenkovichi district(Director – Komovich Alexander Ivanovich).

During the work performed, the provided documentation was studied, and the buildings (premises) and the adjacent territory were inspected.

Thus, in accordance with the questions set forth in the inspection order, it was established that:

the duties in the field of fire safety ensuring by the head and other officials were not observed;

the fire safety instructions (facility-wide) do not fully comply with the requirements for their content;

the general requirements for ensuring fire safety at the facility are not fully observed;

requirements for the content of certain buildings, structures, and premises are not fully observed;

requirements for the organization of the technological process are not fully observed;

requirements for ensuring safe evacuation in case of fire are observed;

requirements for the content and determination of the quantity of primary fire extinguishing means and fire water supply are not observed;

requirements for the procedure of conducting fire safety training and checking employees' knowledge of fire safety are not fully observed;

specific requirements for ensuring fire safety of explosion and fire hazardous objects are not fully observed

and fire hazardous production facilities.

The following violations were identified:

- temporary structures for keeping young cattle have been built within the fire clearance zones of farm buildings;

- in accordance with the "Instructions on the Norms for Equipping Facilities with Primary Fire Extinguishing Means", approved by the Resolution of the Ministry of Emergency Situations of the Republic of Belarus dated December 21, 2021 No. 82, individual farm buildings, the repair workshop; trucks, tractors are not equipped with operable (in good working order) primary fire extinguishing means;

- repeated fire safety briefings have not been organized for certain categories of enterprise employees  (HR employees, accounting department, heads of production units, deputies, chief agronomist, chief mechanical engineer);

- Free access for emergency rescue vehicles to the receiving wells of fire reservoirs in the agro-town of Komoski is not provided;

- on the outer side of the doors (gates) of premises (buildings) on the territory of the repair workshop (are incomplete or unreadable) in the agro-town of Komoski, as well as all farms (complexes) categorized by explosion and fire hazard, there are no category indicators;

- the repair workshop premises in the agro-town of Komoski, designated for carrying out permanent fire works, is not equipped with two fire extinguishers, as well as a fire blanket;

- batteries are stored in the repair workshop premises of the agro-town of Komoski, which is not intended for these purposes;

 

- in accordance with clause 15 of Chapter 3 of the "Instructions on the procedure for training employees on fire safety and verifying their knowledge in this area", approved by the Resolution of the Ministry of Emergency Situations of the Republic of Belarus dated December 21, 2021 No. 82, training on fire safety minimum programs has not been provided for employees of the enterprise responsible for the fire safety of the economic entity (heads of production units in animal husbandry); operating heat-generating appliances (stoves, fan heaters, hot water boilers), as well as employees assigned the duties of conducting fire safety briefings;

- storage (keeping) of cylinders with combustible gas (propane) is carried out in the premises of the repair workshop building;

- the facility-wide fire safety instruction (No. 93 PB dated July 20, 2020) has been developed without taking into account the newly enacted regulatory legal acts  (Resolutions of the Ministry of Emergency Situations of the Republic of Belarus dated December 21, 2021 No. 82 "On ensuring fire safety

"fire safety", "Specific requirements for ensuring fire safety of explosive and fire-hazardous industries", approved by the Resolution of the Council of Ministers of the Republic of Belarus dated 20.11.2019 No. 779), as well as the specifics of fire hazard of buildings, structures and premises, outdoor installations (grain drying complex, forage dryer, refueling stations);

- employees of the enterprise have not ensured compliance with the fire safety regulations at the assigned facilities in terms of clearing the territory of dry vegetation (straw) and combustible waste (packaging of straw, hay and silage bales; polyethylene film, etc.);

- smoking is permitted in utility  rooms of certain buildings of farms, outside specially designated and marked with signs areas; 

- storage (keeping) of combustible materials (bales of roughage (hay, straw)) is permitted in fire breaks between farm buildings.

Responsibility for these violations is provided for by parts 1, 2, 4, 7 of Article 24.36 of the Code of the Republic of Belarus on Administrative Offenses.

Based on the results of a spot check, an inspection report and a directive have been handed over to the head of the enterprise, specifying the specific fire safety violations and the deadlines for their elimination. In connection with the revealed violations, the head and officials will be brought to administrative responsibility.
