A selective inspection of a private property object was carried out

From July 27 to September 3, 2021, the inspection and prevention department of the Beshenkovichi District Department for Emergency Situations conducted a spot check, in accordance with the plan of spot checks in the Vitebsk region for the 2nd half of 2021, for compliance with fire safety legislation, including mandatory requirements of technical regulatory legal acts of the fire safety standardization system of the Limited Liability Company "Technopirs", which actually carries out its activities in the urban-type settlement of Beshenkovichi at Uritskogo Street 96 (Director - Yasinsky Andrey Ivanovich).

During the work performed, the provided documentation was studied, oral interviews with the enterprise's employees were conducted, and the buildings and adjacent territory were inspected.

It was established that in accordance with the Law of the Republic of Belarus "On Fire Safety" No. 2403-XII dated July 15, 1993, fire safety of the enterprise is not fully ensured, which prevents the possibility of a fire or ensures the protection of human life and health and material assets from fire, namely:

the manager does not comply with the obligations in the field of fire safety;

general requirements for ensuring fire safety at the facility are not met;

requirements for the maintenance of buildings and premises are not met;

requirements for the organization of the technological process are not met;

requirements for ensuring safe evacuation in case of fire are not met;

specific requirements for ensuring fire safety of explosive and fire hazardous production facilities are not met.

The following violations were identified:

- a temporary mobile warehouse building (structure) without supporting documentation has been erected (constructed) in the fire separation zone between the administrative building and the garage;

- in the garage premises, outside a dedicated area (built-in, attached, or standalone), a heating boiler of non-factory (homemade) origin has been installed as a heating device, in violation of clause 1.5 of SNiP II-35-76 "Boiler Installations";

- employees of the company have not undergone training according to the fire safety minimum programs defined by the Decree of the Ministry of Emergency Situations of the Republic of Belarus dated 02.05.2018 No. 30, specifically employees: responsible for the preparation and/or execution of hot work, performers of hot work; operating heat-generating appliances; whose professional activities (job positions) are related to the storage, movement, and use of flammable gases and liquids;

- materials with unestablished fire hazard indicators were used for finishing the floor of the first and second-floor corridors, which serve as evacuation routes (supporting documents were not provided; in fact, lacquered wooden boards and flooring were used);

- the clear width of the doorway of the evacuation exit from the stairwell to the first-floor hall of the administrative building is less than 0.9 m (actually 0.8 m), which does not comply with clause 7.1.4 of SN 2.02.05-2020;

- openings in the wall separating the garage (premises of category B3) from the stairwell and the first-floor hall (actually a rest room) lack fire barriers with the regulated fire resistance limit in accordance with clause 8.2.5.1 of SN 2.02.05-2020;

- a door opening inwards is installed on the evacuation route from the first-floor hall directly to the outside, thereby hindering exit from the building (premises);

- thresholds in the doors of evacuation exits from the stairwell to the first-floor hall of the building and from the hall directly to the outside have a height of more than 0.06m;

- smoke tightness of the door separating the stairwell from the first-floor hall of the building is not ensured (seals in the rebates and a device for automatic self-closing are missing);

- the functional purpose of the first-floor premises of the administrative building has been changed without carrying out design and corresponding construction and installation works (permits for design and construction, design documentation, and relevant acceptance certificates (conclusions) were not provided);

- considering the installed equipment and the actual change in the functional purpose (reprofiling) of the administrative building with a garage (administrative and economic), which currently provides, among other things, vehicle repair services and household services to the population, in violation of clauses 19.1, 19 (Annex F) and clauses 12.12.1, 12.12 (Annex C) of SN 2.02.03-2019, the administrative building with a garage is not protected by a fire alarm system and is not equipped with a system for alerting and managing the evacuation of people in case of fire.

Based on the results of the selective inspection, the head of the company has been presented with an Inspection Report and an Order specifying the specific fire safety violations and the deadlines for their elimination. For the revealed violations, the head will be brought to administrative responsibility.
