A sample inspection of the industrial enterprise facility was carried out

From May 24 to June 13, 2022, employees of the supervision and prevention sector of the Beshenkovichi District Department for Emergency Situations conducted a selective inspection, in accordance with the plan of selective inspections in the Vitebsk region for the first half of 2022, for compliance with fire safety legislation, including mandatory requirements of technical regulatory legal acts of fire safety regulations and standardization of the Communal Construction Unitary Enterprise "Beshenkovichi PMK-41" (hereinafter referred to as CP "Beshenkovichi PMK-41"), operating in the town of Beshenkovichi (Director - Poshelyuk Sergey Nikolaevich).

During the work performed, the provided documentation was studied, and the buildings (premises) and the adjacent territory were inspected.

It was established that in accordance with the Law of the Republic of Belarus "On Fire Safety" No. 2403-XII dated July 15, 1993, the fire safety of the enterprise, which excludes the possibility of a fire or ensures the protection of human life and health and material assets from fire, is not fully provided, namely:

The head and officials do not comply with fire safety obligations;

General fire safety requirements at the facility are not fully observed;

Buildings and premises are operated not in accordance with their operational documentation (technical passports);

Requirements for the organization of the technological process are not fully observed;

In the administrative building, requirements for ensuring safe evacuation in case of fire are not observed;

Requirements for the procedure of conducting fire safety briefings and checking employees' knowledge of fire safety, etc., are not observed.

Specifically, the following violations were identified:

- taking into account the actual change in the functional purpose (re-profiling) of individual premises of the administrative building, as well as the conduct of the declared type of activity in violation of clauses 19.1, 19 (Annex F) and clauses 12.12.1, 12.12 (Annex C) of SN 2.02.03-2019, the administrative building is not protected by a fire alarm system and is not equipped with a system for notifying and managing the evacuation of people in case of fire;

- taking into account the change in the layout of individual premises of the dormitory building, which subsequently led to a change in the technical passport for the building (compiled as of 29.12.2018), as well as the conduct of the declared type of activity in violation of clauses 19.1, 19 (Annex F) and clauses 12.12.1, 12.12 (Annex C) of SN 2.02.03-2019, the dormitory building is not protected by a fire alarm system and is not equipped with a system for notifying and managing the evacuation of people in case of fire;

- the functional purpose of the premises of the administrative building has been changed (does not comply with the technical passport)

- the procedure for organizing training under the fire-technical minimum program and verification has not been determined by the head's order.

acquired knowledge, skills and abilities, categories of employees subject to mandatory training, place,frequency of training and persons responsible for its conduct;

- repeated fire safety briefings with employees not engaged in production are not organized (not conducted) (whose permanent workplace is an administrative building (personnel, accounting, etc.));

- cleaning of the territory adjacent to the concrete mixing plant, sheds, carpentry shop and sawmill building from combustible waste (lumber, combustible polyethylene packaging, etc.) is not organized (not carried out);

- free access of emergency rescue equipment to the carpentry shop building and the refueling station is not ensured (lumber waste, reinforced concrete products are stored at the entrance (in passages), mobile living quarters are installed, etc.);

- storage of combustible materials and installation of mobile structures are allowed (carried out) in the fire break between the buildings: warehouse, sawmill and garages;

- ondoors located on theworkshops)  in violation of the operational documentation for the premises (technical passports dated 17.03.1999 and 12.03.2008 respectively) non-factory-made heating devices have been installed  (clause 9 of general requirements);

- in the workshop premises of the repair workshop building, combustible materials (drained oils, roofing materials) are stored.

Based on the results of a spot check, an inspection report has been handed over to the head of the company, and an order is being prepared for handover, which will specify the specific fire safety violations and the deadlines for their elimination. In connection with the identified violations, the legal entity, the head, and officials will be brought to administrative responsibility.
