Planned monitoring of religious sites was carried out
During April-May 2021, the inspection and prevention department of the Beshenkovichi District Department for Emergency Situations conducted scheduled monitoring of compliance with fire safety legislation, including mandatory requirements of technical regulatory legal acts of the fire safety regulation and standardization system for religious buildings located (registered) in the territory of the Beshenkovichi District.
The following activities were studied:
Church of the Kazan Icon of the Mother of God (Pridvinye village);
Church of the Nativity of the Blessed Virgin Mary (Svecha agro-town, Shkolnaya St.);
Church of Saint Alexander Nevsky (Martinovo village);
Church of Saint Nicholas the Wonderworker (Slabodka village)
During the inspection, it was established that the church buildings are not in use due to the need for major repairs caused by collapses of parts of walls, roofs, etc., and in some cases, they are completely destroyed to the foundation.
When studying the activities of:
Church of Saint Elijah the Prophet (Beshenkovichi urban settlement, Uritskogo St., 2; head - Vitaly Nikolaevich Kisel);
Church of Saint Nicholas the Wonderworker (Dobrigoory village; head - Nikolay Vitalievich Kisel);
Church of the Transfiguration of the Lord (Bocheikovo agro-town, Kravchenko St.; head - Sergey Vasilievich Denishchits);
Church of the Holy Trinity (Verkhovye agro-town, Vostochnaya St.; head - Nikolay Vitalievich Kisel)
the church buildings and adjacent territories were inspected. It was established that the established fire safety regime is being observed at the facilities. Interviews with clergy showed that they possess sufficient knowledge of the rules for using primary fire extinguishing equipment, actions in case of fire, calling fire and rescue services, etc.
At the same time, the following violations were identified, which, as practice shows, are characteristic of all facilities: "General fire safety requirements for the maintenance and operation of capital structures (buildings, structures),of isolated premises and other facilities owned by business entities" approved by Decree of the President of the Republic of Belarus No. 7 of November 23, 2017 "On the Development of Entrepreneurship" (hereinafter referred to as the general requirements) of both a regulatory and capital nature:
the necessary type and quantity of primary fire extinguishing means are not defined, in connection with which the facilities are not fully equipped with fire extinguishing means;
fire evacuation plans require adjustment, and in some cases are completely absent;
doors located on evacuation routes are in most cases locked with locks that cannot be opened without a key;
there are no stands with fire safety information.
From the measures to eliminate non-compliance with the requirements of technical regulatory legal acts and their structural elements forming the system of fire safety regulation and standardization, subject to elimination at the discretion of business entities, in accordance with paragraph 3.5 of Decree of the President of the Republic of Belarus No. 7 of November 23, 2017, the following were identified:
premises are not equipped with an automatic fire alarm system with a device for transmitting notifications to the fire automation dispatch center;
the height of thresholds in doorways on evacuation routes from premises is not ensured to be no more than 0.06 m, etc.
Based on the results of the monitoring, recommendations have been issued to the managers, indicating specific fire safety violations and the deadlines for their elimination.
