Planned monitoring of religious sites was carried out
In July 2021, the inspection and prevention department of the Beshenkovichi District Department for Emergency Situations conducted scheduled monitoring of compliance with fire safety legislation, including mandatory requirements of technical regulatory legal acts of the fire safety regulation and standardization system for religious facilities located (registered) in the territory of the Beshenkovichi District.
Thus, the following activities were studied:
Parish of the Holy Trinity Church in ag. Ulla (ag. Ulla, Leninskaya St., 31, head – Radevich N.N.);
Parish of the Holy Trinity Church in ag. Ostrovno (ag. Ostrovno, Nikolaevich St., head – Doroshchenko A.O.);
Parish of Saints Peter and Paul in the urban-type settlement of Beshenkovichi (urban-type settlement of Beshenkovichi, Uritskogo St., 5; head – Pivovar A.K.);
Christian community of Evangelical Christian Baptists "Vozrozhdenie" (urban-type settlement of Beshenkovichi, Volodarskogo St., 10; head – Lukashevich P.P.);
Religious community "Evangelical Church of the Good News" (urban-type settlement of Beshenkovichi, Oktyabrskaya St., 12; head – Kostenko K.B.)
buildings and adjacent territories were inspected, and it was found that the established fire safety regime is being observed at the facilities, and employee interviews showed that they possess sufficient knowledge of the rules for using primary fire extinguishing means, actions in case of fire, calling fire and rescue services, etc.
At the same time, the following violations were identified, which, as practice shows, are characteristic of all facilities, of the "General Fire Safety Requirements for the Maintenance and Operation of Capital Structures (Buildings, Structures), Isolated Premises and Other Facilities Belonging to Business Entities" approved by Decree of the President of the Republic of Belarus No. 7 of November 23, 2017 "On the Development of Entrepreneurship" (hereinafter referred to as the General Requirements), both of a regulatory and capital nature:
doors located on the puevacuation routes, in most cases, are locked with keys that cannot be opened without a key;
there are no stands with fire safety information
in most cases, evacuation plans for people in case of fire from the building have not been developed in accordance with the approved form determined by the Ministry of Emergency Situations.
From the measures to eliminate non-compliance with the requirements of technical regulatory legal acts and their structural elements, which form the system of fire safety regulation and standardization, subject to elimination at the discretion of business entities, in accordance with paragraph 3.5 of Decree of the President of the Republic of Belarus No. 7 of November 23, 2017, the following were identified:
buildings are not equipped with autonomous fire detectors with the signal output of the detectors to the building facade
Based on the monitoring results, recommendations have been handed over to the managers, which indicate specific fire safety violations and the deadlines for their elimination.
