📋 Information on the procedure for carrying out work on historical and cultural values and in their protection zones

When carrying out activities on the territory of immovable tangible historical and cultural values and in their protection zones, the conditions for the perception of these historical and cultural values must not be allowed to deteriorate, including the creation of obstacles to the visual perception of their volumetric-spatial features, elements, and details of architectural decor.

Capital structures (buildings, constructions) erected on the territory of tangible historical and cultural values and in their protection zones, as well as non-stationary trade facilities and non-stationary public catering facilities located on this territory and in these protection zones, must not lead to the creation of urban development uncharacteristic of its historical nature, and must not create obstacles to the visual perception of these immovable tangible historical and cultural values.

Outdoor advertising means placed on immovable tangible historical and cultural values, their territories, and in their protection zones must not obstruct the visual perception of the volumetric-spatial features, elements, and details of the architectural decor of these immovable tangible historical and cultural values.

The following types of work are carried out on historical and cultural values in accordance with the Code of Culture of the Republic of Belarus:

• Research work
• Design work
• Repair and restoration work
• Other work

Research works are carried out on tangible historical and cultural values during the development of scientific and project documentation. These include:

• Archaeological surveys
• Archival and bibliographic research
• On-site investigations (architectural and archaeological measurements, soundings)
• Engineering investigation of building structures
• Conducting chemical and physical studies of the properties of building materials, finishes, etc.

Materials from research works are included in the scientific and project documentation.

Repair and restoration works carried out on tangible historical and cultural values include:

• Restoration
• Supplementation
• Conservation
• Adaptation
• Relocation
• Repair
• Uncovering
• Regeneration
• Reconstruction
• Restoration (restoration and rehabilitation works)

After the preparation of scientific and project documentation for the execution of repair and restoration works on tangible historical and cultural values, it is mandatory to obtain approval. The approval procedure with the Ministry of Culture is carried out in the manner established by the legislation on administrative procedures.

Scientific and design documentation for repair and restoration work must be prepared by a person holding a certificate for managing the development of research and design documentation for repair and restoration work on tangible historical and cultural values.

The commissioning of an immovable tangible historical and cultural value on which repair and restoration work has been carried out is carried out in accordance with the legislation on architectural, urban planning, and construction activities.

In the event of work (including current repairs) being carried out on tangible historical and cultural values for which design documentation is not required, the proposed work may be agreed upon in an informal manner by submitting a prepared work program to the Ministry of Culture for approval, allowing conclusions to be drawn that the materials and methodology of the work comply with the requirements applied in restoration, and will not lead to damage or unjustified alteration of the appearance of the historical and cultural value.

Also, within the protection zones of historical and cultural values, types of work that comply with the regulations established in the approved protection zone projects for historical and cultural values may be carried out.
