Recommendations for the Prevention of Injuries During the Winter Season at Facilities, Enterprises, and Institutions of All Forms of Ownership in the Urban Settlement of Beshenkovichi and Beshenkovichi District

The State Institution "Beshenkovichi District Center for Hygiene and Epidemiology," in connection with difficult and unstable weather conditions, precipitation mainly in the form of snow, and a decrease in atmospheric air temperature contributing to the formation of ice, in order to ensure the sanitary and epidemiological well-being of the population, prevent injuries, and also taking into account the appeals received by the institution from residents of the district, with the aim of preserving public health, we propose that you ensure anti-slip coating for entrance groups and passenger, visitor, and student access to ticket offices, sales counters, etc., as well as ensure timely cleaning (increase frequency).

We also remind you about the timely cleaning of roadways and passages, sidewalks, pedestrian zones, entrances, steps, and ramps from snow and ice, with anti-icing measures. If necessary, carry out work on cleaning roofs, cornices of buildings and structures from snow and ice, while observing labor protection requirements for performing these types of work, in accordance with sanitary and epidemiological requirements and rules regulating the maintenance of populated areas (General sanitary and epidemiological requirements for the maintenance and operation of capital structures (buildings, structures), isolated premises and other facilities owned by business entities, approved by Decree of the President of the Republic of Belarus of November 23, 2017 No. 7; Sanitary norms and rules "Sanitary and epidemiological requirements for the maintenance and operation of territories", approved by the Resolution of the Ministry of Health of the Republic of Belarus of February 2, 2023 No. 22; Resolution of the Council of Ministers of the Republic of Belarus of July 22, 2020 No. 430 "On the procedure for determining the sizes (limits) of territories for performing work to maintain their proper sanitary condition"; Resolution of the Council of Ministers of the Republic of Belarus of November 28, 2012 No. 1087 "On approval of the Rules for the improvement and maintenance of populated areas" (as amended by Resolutions of the Council of Ministers of May 25, 2018 N 398, November 11, 2024 N 824, May 16, 2025 N 267)).

We recommend carrying out anti-icing measures and snow removal from sidewalks and pedestrian areas opposite facilities during the winter season. We recommend that the heads of facilities of all forms of ownership suggest that employees assist services in clearing driveways and passages, sidewalks, pedestrian areas, porches, and steps of residential apartment buildings from snow and ice, and in carrying out anti-icing measures.

Violation of sanitary and epidemiological requirements entails liability in accordance with Article 17.5 of the Code of the Republic of Belarus on Administrative Offenses.

Violation of the Rules for the Improvement and Maintenance of Populated Areas, approved by Resolution of the Council of Ministers of the Republic of Belarus No. 1087 dated November 28, 2012, entails liability in accordance with Part 2 of Article 22.10 of the Code of the Republic of Belarus on Administrative Offenses.
