From February 25 to March 25, 2019, a month-long campaign to ensure healthy and safe working conditions in forestry organizations is being held in the Beshenkovichi district.

            In pursuance of the order of the Vitebsk Regional Executive Committee dated February 25, 2019 No. 49r "On ensuring safety, working conditions and labor protection in forestry organizations", in order to prevent cases of industrial injuries and ensure safe working conditions:     

   1. Conduct a month of ensuring healthy and safe working conditions in forestry organizations from February 25 to March 25, 2019.

    2. Conduct monitoring of working conditions and compliance with labor protection legislation requirements in forestry organizations by the mobile group of the district executive committee (order dated February 08, 2019 No. 25r "On the standing mobile group").

             3. Hold accountable in the manner prescribed by law 

managers

of organizations that have not ensured safe working conditions for employees.

             4. To ensure compliance with the requirements of Directive of the President of the Republic of Belarus No. 1 dated March 11, 2004 “On measures to strengthen public safety and discipline and Decree of the President of the Republic of Belarus No. 5 dated December 15, 2014 “On strengthening requirements for managers and employees of organizations in terms of immediate termination of contracts with employees for violations of labor protection requirements that resulted in injury or death of other employees, appearing at work in a state of alcoholic, narcotic or toxic intoxication, as well as drinking alcoholic beverages, using narcotic drugs, psychotropic substances, their analogues, toxic substances during working hours or at the workplace.»

             5. To the heads of subordinate and located on the territory of the districtlogging and woodworking organizations:

             5.1. ensure the timely retraining of forestry organization employees in the state institution of additional adult education "Republican Center for Professional Development of Managers and Specialists of Forestry4';

5.2.               bring to justice in the prescribed manner

the heads of organizations that have not ensured safe working conditions for employees;

5.3.               prepare and display posters and billboards

promoting compliance with labor protection regulations and rules and ensuring the personal safety of employees;

5.4.               conduct a seminar for specialists of logging and woodworking organizations on labor protection issues.

5.5.               do not allow employees who do not have the appropriate qualifications, have not undergone the established medical examination, production training, internship, briefing, and verification of knowledge on labor protection issues to work on machines, mechanisms, and equipment;

5.6.               provide employees with personal protective equipment, serviceable inventory, equipment, machinery, and appliances, sanitary facilities, and create conditions for meals and rest;

5.7.               to regularly review at general staff meetings, and other meetings, the circumstances and causes of accidents, incidents, and emergencies that have occurred in organizations, and to take additional measures to prevent them. To hear reports from individuals who have violated labor protection requirements, and to discuss employees' proposals for improving working conditions and labor protection;

5.8.               to analyze the effectiveness of the current labor protection management system, including assessing the risks of employee death and injury, in connection with the accident rate in forestry organizations. To familiarize employees of the organization with risk maps;

5.9.               review the occupational safety instructions in force in organizations for compliance with the requirements of the Instruction on the Procedure for Developing and Adopting Local Regulatory Legal Acts Containing Occupational Safety Requirements for Professions and (or) Specific Types of Work (Services), approved by the Resolution of the Ministry of Labor and Social Protection of the Republic of Belarus of November 28, 2008, No. 176, and, if necessary, revise them;

5.10.            ensure control over the state of occupational safety in accordance with the Standard Instruction on Controlling Compliance with Labor Protection Legislation in an Organization, approved by the Resolution of the Ministry of Labor and Social Protection of the Republic of Belarus of December 26, 2003, No. 159;

5.11.            ensure that workplaces comply with the requirements of regulatory legal acts and technical regulatory legal acts on labor protection;

5.12.            conduct an analysis of the compliance of operated machinery and equipment, and used tools with labor protection requirements, and take measures to bring them into proper condition;

5.13.            organize unscheduled briefings for employees of logging and woodworking organizations;

5.14.            ensure unconditional compliance with the requirements of the Intersectoral Rules for Labor Protection in the Forest and Woodworking Industry and Forestry, approved by the Resolution of the Ministry of Labor and Social Protection of the Republic of Belarus and the Ministry of Forestry of the Republic of Belarus dated December 30, 2008 No. 211/39;

5.15.            ensure that pre-shift (before the start of work, shift) medical examinations and screenings are conducted in accordance with the list of works (professions) for which pre-shift (before the start of work, shift) medical examinations or screenings of employees for alcohol, drug, or toxic intoxication are required, approved by the Resolution of the Ministry of Labor and Social Protection of the Republic of Belarus and the Ministry of Health of the Republic of Belarus dated December 2, 2013 No. 116/119.
