A visiting session of the Commission for Minors' Affairs of the Beshenkovichi District Executive Committee was held at the Educational Institution "Ulla State Professional Lyceum of Agricultural Production named after L.M. Dovator" with the participation of the district prosecutor.
District Prosecutor Andrey Starchenko took part in a visiting session of the Commission for Minors' Affairs of the Beshenkovichi District Executive Committee at the Educational Institution "Ulla State Professional Lyceum of Agricultural Production named after L.M. Dovator."
The agenda included issues of preventing crimes and offenses among young people.
During the commission meeting, information from the Vitebsk Regional Prosecutor's Office on the state of legality among students, as well as an information note from the District Prosecutor's Office on taking additional measures aimed at preventing crimes and offenses among young people, were considered.
The District Prosecutor drew the attention of those present to the causes and conditions contributing to the commission of crimes and offenses, and shortcomings in preventive work.
For reference: in the past period of 2020, the Beshenkovichi District Department of the Investigative Committee of the Republic of Belarus initiated 6 criminal cases against minors.
A common reason for crimes committed by minors was the negligent attitude of owners of apartment buildings towards their property (expressed in storing bicycles on stairwells).
Thus, in all cases of theft, free access to the entrances of apartment buildings was used (metal doors with intercoms were not closed), bicycles were located on the stairwell in free access, and bicycle locks were not used by the owners. One bicycle on Molozhenaya Street was standing near the entrance, not secured to anything.
At the same time, cluttering corridors, stairwells and landings, passages, emergency exits, and other auxiliary premises is a violation of sub-paragraph 16.6 of paragraph 16 of the Rules for the Use of Residential Premises, Maintenance of Residential and Auxiliary Premises, approved by Resolution of the Council of Ministers of the Republic of Belarus dated May 21, 2013, No. 399.
For violating the aforementioned rule, administrative liability is provided for under Part 1 of Article 21.16 of the Code of Administrative Offenses of the Republic of Belarus (an administrative penalty for individuals is provided in the form of a fine of up to 30 basic units).
The District Prosecutor also participated in the consideration by the Commission for Minors' Affairs of the Beshenkovichi District Executive Committee of a number of administrative offense cases against lyceum students and conducted preventive talks.
In addition, at the meeting, the algorithm proposed by the prosecutor for the activities of educational institutions in organizing individual preventive work with minors was approved. The main goal of the algorithm is to prevent juvenile delinquency.
After the commission's work, Andrey Starchenko met and talked with first-year lyceum students. During the conversation, the prosecutor familiarized himself with the daily life and organization of the educational process of the students and answered their questions. Work in this direction will continue.
