New Forms of Social Services

A substitute family is a form of arrangement for an adult incapacitated citizen to live together and share a household with another individual.

A substitute family undertakes obligations to support and provide the elderly person with necessary care, food, medicines, everyday necessities, pre-medical assistance, medical support, organizes daily life, and leisure based on mutual respect, creating a favorable psychological climate.

An individual providing social services in the form of social care in a substitute family:

A legally capable citizen aged 18 to 65, permanently residing in the Republic of Belarus, not being a disabled person of group 1 or 2, and not being a person legally obliged to support an adult incapacitated citizen;

The following persons have the right to reside in a substitute family:

An adult incapacitated citizen – a non-working disabled person of group 1 or 2, a non-working citizen who has reached the age of 70, permanently residing in the Republic of Belarus;
Not having minor children, as well as adult children, spouses, and parents who are not disabled persons of group 1 or 2, and have not reached the age entitling them to an old-age pension on general grounds;
For whom care is not provided by a person receiving a disability care allowance for a group 1 disabled person or a person who has reached the age of 80;
Has not concluded a life annuity contract or a lifelong maintenance contract with dependency;

A social services agreement in the form of social care in a substitute family is an agreement concluded between the territorial social service center on behalf of the local executive and administrative body, an adult incapacitated citizen, and another individual, providing for the provision of social services in the form of social care in a substitute family.

The decision-making period by the local executive and administrative body for concluding the agreement is no more than 60 days from the date of receipt of the necessary documents.

In addition, the Territorial Social Service Center operates:

— guest families (temporary accommodation, for example, for weekends or holidays, for elderly citizens in an able-bodied family);
— patronage families (an able-bodied family that assists in preparing firewood, mowing grass, weeding the garden, harvesting, etc., and also congratulates the incapacitated citizen on holidays and memorable dates).

Provision of social services based on a lifelong maintenance contract with dependency
