The department carries out its activities to provide consulting and information, social and domestic, social intermediary services, social and psychological services, social rehabilitation services to elderly citizens who have retained (fully or partially) the ability to self-care and move, and to disabled persons.

RIGHT TO RECEIVE SOCIAL SERVICES FOR ELDERLY CITIZENS

Social services are provided to incapacitated citizens with medical indications and no medical contraindications, from among non-working citizens aged 60 and older, who have reached the generally established retirement age and are entitled to a state pension.

CONDITIONS FOR PROVIDING SOCIAL SERVICES

Social services for elderly citizens are provided free of charge.

The "Healthy Lifestyle" club is provided on a paid basis:

• free of charge – for low-income single non-working citizens aged 60 and older, who have reached the generally established retirement age and are entitled to a state pension
• on terms of partial payment – for single non-working citizens aged 60 and older, who have reached the generally established retirement age and are entitled to a state pension, whose average per capita income does not exceed 200% of the subsistence minimum budget per capita. The amount of partial payment for a single citizen is 60 percent of the social services tariff
• on terms of full payment – for other non-working citizens aged 60 and older, who have reached the generally established retirement age and are entitled to a state pension.

By decision of the Vitebsk Regional Executive Committee dated 19.09.2024 No. 591, a fixed tariff for social services provided by territorial centers of social services for the population has been established – 0.77 Belarusian rubles per hour.

Lonely incapacitated citizens include non-working citizens aged 60 and over, who have reached the generally established retirement age, are entitled to a state pension, and do not have relatives legally obliged to support them (adult children, spouses, and parents who are not disabled of group I or II, and have not reached the generally established retirement age) or other natural or legal persons with whom a life annuity contract with provision of maintenance funds or a life maintenance contract with dependency has been concluded. Low-income citizens are those whose monthly income does not exceed 100% of the subsistence minimum budget per capita, effective on the date of application for social services.

PROCEDURE FOR PROVIDING SOCIAL SERVICES TO ELDERLY CITIZENS

To receive social services, a citizen applies to the territorial social service center at their place of residence (place of stay) or actual residence and submits:

• an application
• an identity document
• a standard document confirming the right to benefits
• a medical certificate of health status, containing information on the presence of medical indications and/or absence of medical contraindications for the provision of social services in the form of semi-inpatient social services.

Important! Center employees, upon visiting the applicant's place of residence, draw up an act determining individual needs for social services, and also request from state bodies and other organizations:

• information on the amount of pension received for the month preceding the month of application (for lonely incapacitated citizens)
• information on the living quarters occupied in the given locality, place of residence, and family composition (with details of place of residence and family composition)
• information confirming that the citizen applying for social services is not a recipient of an annuity under an annuity contract or a life maintenance contract with dependency (except for a life maintenance contract with dependency concluded with a local executive and administrative body) (for lonely incapacitated citizens)
• information on the absence of care for the citizen applying for social services by a person receiving a care allowance for a group 1 disabled person or a person who has reached the age of 80.

Social services are provided on the basis of a social services agreement concluded by the citizen (legal representative) with the social service institution.

PROCEDURE AND CONDITIONS FOR ENROLLMENT OF CITIZENS IN THE DEPARTMENT FOR PEOPLE WITH DISABILITIES

Enrollment of citizens in the department is carried out on the basis of:

• a personal application from the disabled person or their legal representative;
• an identity document of the citizen (passport or other documents issued in the prescribed manner identifying the citizen);
• a disability certificate (conclusion of the medical rehabilitation expert commission);
• an act determining individual needs for social services;
• conclusions of the healthcare organization on the presence of medical indications and contraindications, contained in the Citizen's Medical Examination Card (conclusions of the medical advisory commission with the participation of a psychiatrist);
• an agreement concluded with disabled persons (their legal representatives), defining the type of social services and the volume of services provided, the terms in which they must be provided, as well as the responsibility of the parties.

For graduates of correctional and developmental education and rehabilitation centers of the Ministry of Education system, a package of accompanying documents compiled by the CRRC for each graduate is additionally attached, and includes:

• certificate of special education;
• psycho-pedagogical characteristics;
• profile of mastering social and everyday skills;
• profile of mastering elementary work skills.

Contraindications for social services are:

• the presence of diseases in disabled persons, in accordance with the Resolution of the Ministry of Labor and Social Protection of the Republic of Belarus and the Ministry of Health of the Republic of Belarus dated January 10, 2013 No. 3/4 "On establishing a list of medical indications and medical contraindications for the provision of social services in social service institutions and recognizing as invalid the resolutions of the Ministry of Labor and Social Protection of the Republic of Belarus and the Ministry of Health of the Republic of Belarus dated November 10, 2003 No. 140/48 and dated January 17, 2007 No. 4/8"

The department operates a "Safety School", interesting meetings with specialists of various profiles are held, financial literacy training, round tables, training seminars, excursion trips, festive events. A Center for Volunteer Activities has also been organized, and a group of pensioners "silver volunteering" carries out volunteer activities at the department.
